Job Description

Job Summary:
Conducts proposal preparation, contract negotiation and administration of major contracts or subcontracts for Deptartment of Defense (DoD) and civilian agencies and departments. Analyzes estimates of service, material, equipment and production costs. Monitors company performance for conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications and government regulations. Prepares special reports and analyses as required. May provide work leadership for lower-level employees.

Essential Function:

• Directs the development, revision and update of acquisition documentation related to ACAT programs (Acquisition Strategy/Acquisition Plans, Acquisition Plan Baselines, Life Cycle Sustainment Plans, Material Fielding Plans, IUID, and Disposal Plans);
• Provides expert professional acquisition management support for DOD and civilian agencies and departments
• Customer engagement and documentation planning and management
• Identifies and assesses program risks (i.e., cost, schedule, technical);
• Provides recommendations regarding milestone compliance and validates readiness status;
• Expert applied knowledge of all phases of the acquisition cycle (DODI 5000 sries of directives and instructions) and Department-level guidance / policy / processes for ACAT I – IV programs
• Develops reports / briefings / point papers and provide supporting analysis for program positions with respect to progress, budgets, contract compliance and quality; and
• Engages with peers, senior military, and civilian staff to accomplish action items and support assignments.
Required Knowledge, Skills, Abilities
• Experience with Marine Corps Systems Command (MCSC) program structures;
• Ability to manage work teams / Meet schedules / Oversee Quality Compliance;
• Ability to work independently and in small teams to meet deadlines;
• Familiarity with FAR/DFARS rules
• Familiarity with Contract Data Requirements List (CDRL) creation, management, and verification on current and future contracts
• Familiarity with Future Years Defense Program (FYDP) policies and practices
• Familiarity with Department of Defense's PPBE (Planning, Programming, Budgeting, and Execution) and Program Objective Memorandum (POM) cycles

Preferred Knowledge, Skills, Abilities
• DAWIA certification (Program Mgmt. / Life Cycle Logistics / etc.);
• Proficiency with MS Excel / MS Word / MS PowerPoint / SharePoint; and
• Ability to communicate effectively both verbally and in writing.
Required Education and Related Experience
• Bachelor’s Degree, +4 years of acquisition experience, preferably in a systems acquisition environment, or with DOD programs;
• Ability to manage work teams / Meet schedules / Oversee Quality Compliance;
• Ability to work independently and in small teams to meet deadlines;
• Proficiency with MS Excel / MS Word / MS PowerPoint / SharePoint; and
• Ability to communicate effectively both verbally and in writing.
Physical Job Requirements
• This position requires the ability to remain in a stationary position (standing and/or seated) more than half the time
• This position requires the ability to spend more than half the time viewing computer monitors
• May be required to lift up to 25 pounds
Clearance and Citizenship Requirements
• US Citizenship is required
• The ability to obtain and maintain a DOD security clearance
Telework Availability
• This position is a hybrid telework position with 2-3 days onsite at customer location and as required determined by customer requirements.
