CE Data Management Specialist, HI TO647/ Data Management Specialist

This proposed position is contingent upon contract award, customer approval, and the availability of funding.

Bring your technical expertise, attention to detail, and collaborative skills to this proposed role supporting the anticipated 647th Civil Engineer Squadron (CES) mission at Joint Base Pearl Harbor-Hickam, Hawaii.

The candidate selected for this proposed position would be expected to support information systems, data governance, cybersecurity, quality assurance, and systems integration activities that contribute to safe, reliable, and mission-ready infrastructure. This proposed role would also support the anticipated transition of facility, utility, real-property, engineering, and geospatial information from Navy to Air Force oversight.

This is an opportunity for an experienced data management professional to collaborate with engineers, planners, geographic information system (GIS) technicians, environmental specialists, communications personnel, and cybersecurity teams while improving the accuracy, accessibility, security, and lifecycle management of critical civil engineering information.

Anticipated Responsibilities
  • Administer applicable CES information systems and support the lifecycle management of computer systems, software, licenses, peripherals, warranties, updates, and replacement planning.
  • If designated by the customer and appropriately qualified, serve as the primary Information System Security Officer for applicable CES-owned systems and support compliance with approved Air Force cybersecurity, communications security, and emissions security requirements.
  • Support Industrial Control System cybersecurity requirements and coordinate with civil engineering, communications, and installation cybersecurity offices.
  • Monitor system security posture, patching cycles, Security Technical Implementation Guide compliance, account management, audit logs, configuration baselines, and incident response documentation for applicable NIPRNet applications.
  • Manage user accounts, roles, permissions, and access privileges while providing daily system administration support, troubleshooting, and user training.
  • Support structured data migration from Navy systems of record to applicable Air Force systems, including data intake, transformation, validation, reconciliation, formatting, conversion, and upload activities.
  • Maintain authoritative data repositories supporting civil engineering programs, including NexGen IT, TRIRIGA, ACES, GeoBase, GIS layers, BUILDER, and PAVER datasets.
  • Establish and maintain data dictionaries, naming conventions, version control standards, configuration baselines, and file governance protocols for civil engineering repositories and SharePoint libraries.
  • Conduct quality control and quality assurance reviews of facility, utility, pavement, environmental, geospatial, sustainment management, and real-property datasets to identify missing information, duplication, inconsistencies, and other data quality issues.
  • Validate incoming Navy real-property records, utility system data, as-built documentation, environmental records, engineering data, and related digital artifacts for accuracy, completeness, and compliance with applicable formatting requirements.
  • Maintain structured repositories for facility packages, inspections, projects, utility information, engineering records, civil engineering directives, Activity Management Plan files, GIS layers, and lifecycle reports.
  • Coordinate with engineers, planners, GIS technicians, environmental specialists, communications personnel, and cybersecurity teams to align data across asset management, project programming, and infrastructure planning workflows.
  • Support GIS and GeoBase activities, including sustainment management system reconciliation, attribute standardization, feature stewardship, map product updates, and integration of pavement, facility, utility, environmental, and real-property datasets across applicable platforms.
  • Track anticipated contract deliverables, action items, document updates, and change-control records while supporting quality and compliance reviews for information technology, cybersecurity, engineering, and data deliverables.
  • Support monthly status reports, quarterly and annual data quality reporting, leadership briefings, and other anticipated contract requirements by preparing accurate data extracts, reports, system access records, cybersecurity artifacts, and engineering data packages.
  • Other duties may be assigned.

To be successful in this role, you'll have:
  • At least three years of experience supporting military facilities or infrastructure.
  • At least five years of data management experience.
  • Demonstrated ability to organize, validate, maintain, and report on complex technical information and datasets.
  • Ability to collaborate effectively with technical, engineering, cybersecurity, geospatial, and operational stakeholders.

Preferred Education
  • Bachelor's degree from an accredited institution.

Preferred Qualifications
  • A current, active U.S. Department of Defense Secret security clearance is preferred, subject to final contract requirements.
  • Experience with Air Force GeoBase, Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), feature stewardship, or military installation mapping requirements.
  • Experience integrating GIS datasets with Air Force Civil Engineer systems of record, including ACES, NexGen IT, TRIRIGA, BUILDER, or PAVER.
  • Experience supporting Navy-to-Air Force data migration, including data transformation, attribute reconciliation, and validation of facility, utility, pavement, or real-property features.
  • Experience managing SharePoint repositories, version control, and structured file governance processes.
  • Knowledge of public works, installation planning, or environmental asset datasets used in civil engineering decision-making processes, including Installation Development Plans, Integrated Priority Lists, and Activity Management Plans.
  • Knowledge of NexGen IT, BUILDER, PAVER, SharePoint, network administration, technical troubleshooting, information technology asset management, or information assurance.

Location and Schedule

This proposed position is expected to be performed on-site at Joint Base Pearl Harbor-Hickam, Hawaii. The anticipated schedule is Monday through Friday during normal business hours.

Additional Requirements
  • The selected candidate must be able to obtain and maintain all background investigation, credentialing, installation access, and Air Force system access requirements applicable to the position under the final contract.
  • The selected candidate must comply with applicable environmental, safety, operations security, cybersecurity, network use, and records management policies.
