FINANCIAL MANAGEMENT ANALYST

Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B.

Incumbents typical work assignments may include the following:

• Provides interpretation of financial reports and other resources management information to ensure that financial management manpower and accounting systems to produce results and meet legal requirement,
• Responsible for formulating, executing and justifying a segment of the program and budget for WHS and its managed programs including OSW, LSA and CAAF..
• Contacts subordinate reporting components as needed to obtain explanations of unusual deviation and variations in reported data, particularly expenditures which must be reconciled with Treasury cash at the appropriation level.
• Provides financial advisory services for assigned segments of the budget.
• Resolves financial problems and develops alternative methods of funding and reprogramming.
• Reviews and analyzes the total accounting transaction history for all WHS managed appropriations.

• Work may require occasional travel up to 20% away from the normal duty station on military or commercial aircraft.
• This position requires a Level 2 Certification under the DoW Financial Management (FM) Certification Program.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-07 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-05 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Providing advice, assistance and analysis related to accounting and financial management; and 3) Applying financial, budgetary, and procurement procedures related to acquisition or finance programs.

OR

One full year of graduate level education or Superior Academic Achievement

OR

Combination of education and experience

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:1.) Providing advice, assistance and analysis related to accounting and financial management; 2) Applying financial budgetary, and procurement procedures related to acquisition or finance programs; and 3) Analyzing accounting transaction histories using automated financial systems to identify erroneous or questionable accounting entries.

Master's or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D.

Combination of education and experience

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Providing advice, assistance and analysis related to accounting and financial management and 3) Applying financial, budgetary and procurement procedures related tl financial programs.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related

Combination of education and experience

FM Certification Requirement: In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Qualifying Based on Education :

GS-07: One full year of graduate level education or Superior Academic Achievement (Grade point average of 3.0 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement. GS-09: Master's or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-11: Have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher-level graduate education leading to such a degree in a which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (NOTE: You must submit a copy of your transcript.)

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
