Job Description
Duties
Manages and administers the installation's comprehensive military personnel testing programs. Serves as the authoritative source and primary point of contact for all testing matters, including the Weighted Airman Promotion System (WAPS), professional military education, and other specialized exams. Plans, directs, and executes all testing sessions, ensuring compliance with Air Force policies, standards, and procedures. Provides advisement on testing eligibility, score interpretation, and program requirements to Airmen, supervisors, and base leadership. Serves as the installation program manager for the WAPS, administrating and controlling WAPS testing cycles and resolving WAPS-related actions. Determines and validates testing and promotion eligibility, identifies and coordinates correction of testing and promotion data discrepancies, manages out-of-cycle and no-show actions, coordinates mandatory testing schedules, and works with applicable offices and higher headquarters to resolve testing irregularities. Trains and provides guidance to WAPS monitors, test examiners, and proctors and oversees the proper administration of examinations. Ensures the security and integrity of all controlled test materials. Manages the receipt, inventory, storage, distribution, and destruction of classified and sensitive testing materials in accordance with governing directives. Implements and enforces standardized procedures to prevent compromise, identifies and reports all irregularities, and conducts training for test proctors and monitors on security protocols. Oversees controlled testing materials and activities for geographically separated units and Special Test Control Officers, as applicable. Maintains accountability for the secure transmission and return of test materials and reports and documents suspected or actual test compromise or loss. Develops and enforces procedures necessary to maintain test security. Administers the Foreign Language Proficiency Pay (FLPP) program. Manages and oversees all requirements for FLPP eligibility, including administering the Defense Language Proficiency Test (DLPT). Validates pay eligibility, analyzes and resolves data discrepancies, and ensures timely and accurate transactions in the Military Personnel Data System (MilPDS) and with the Defense Finance and Accounting Service (DFAS). Utilizes multiple office automation systems and software to support testing operations. Produces a wide range of official documents, reports, and correspondence. Manages testing data, schedules, and records using databases, spreadsheets, and other digital tools. Ensures the proper use of networked systems to transmit and receive electronic documents, access directives, and complete required forms in support of the testing mission.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 0203 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include knowledge of military personnel policies, procedures, and regulations, including WAPS, promotion eligibility requirements, testing cycles, ancillary testing, and procedures for resolving testing and promotion related discrepancies and irregularities. Knowledge of procedures for the receipt, storage, handling, accountability, and destruction of controlled and classified test materials to ensure program security and integrity. Knowledge of military rank structure, assignments, and promotion requirements to effectively advise members and leadership.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of military personnel policies, procedures, and regulations, including WAPS, promotion eligibility requirements, testing cycles, ancillary testing, and procedures for resolving testing and promotion-related discrepancies and irregularities. Knowledge of procedures for the receipt, storage, handling, accountability, and destruction of controlled and classified test materials to ensure program security and integrity. Knowledge of military rank structure, assignments, and promotion requirements to effectively advise members and leadership. Skill in using a variety of office automation software, databases (such as MilPDS), and tools to manage programs, prepare reports, and support test administration. Ability to communicate effectively, both orally and in writing, to provide guidance, conduct briefings, and disseminate information on complex personnel testing issues. Ability to analyze and interpret automated data and reports to identify deficiencies, ensure compliance, and verify the accuracy of the testing program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
