Duties
1. As the SMPES C2 database and software application expert and senior test and evaluation specialist, develops long-term strategic and capital investment plans for improving the efficiency of C2 data management specific to management and execution of strategic nuclear weapons and conventional and non-kinetic weapons.
2. Directs, leads, and/or conducts studies and establishes plans of action for improving the efficiency of information technology applications.
3. Assesses policy needs and develops policy and procedures governing IT activities.
4. Serves as senior functional manager on contract and budget activities.
5. Exercises supervisory personnel management responsibilities.

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Supervision and Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes mastery of advanced IT principles, concepts, methods, policies, and advancements related to the design, development, and testing of applications, both hardware and software, sufficient to lead IT systems development projects from design to support; to evaluate the effectiveness of systems and services; and to provide advice on and devise solutions to a wide range of IT issues. Mastery of data management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining database systems sufficient to lead projects to develop and implement new data management schema; plan and coordinate the development of data structures and access strategies in alignment with current and future mission requirements; identify system requirements; validate data sources; and establish testing and implementation support procedures.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of advanced IT principles, concepts, methods, policies, and advancements related to the design, development, and testing of applications, both hardware and software, sufficient to lead IT systems development projects from design to support; to evaluate the effectiveness of systems and services; and to provide advice on and devise solutions to a wide range of IT issues.

Mastery of data management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining database systems sufficient to lead projects to develop and implement new data management schema; plan and coordinate the development of data structures and access strategies in alignment with current and future mission requirements; identify system requirements; validate data sources; and establish testing and implementation support procedures.
3. Knowledge of the organization's policy and planning formulation process along with its missions, goals, and objectives sufficient to develop and interpret policies, procedures, and strategies and to provide expert technical advice, guidance, and recommendations on critical IT issues.
4. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
5. Ability to maintain an up-to-date awareness of technological advances, analyze complexities of existing technology, predict how management can meet future requirements, initiate plans for enhancements, and provide management sufficient technical and cost analysis information to render informed judgments.
6. Ability to plan and organize work, meet deadlines, adjust work operations and program objectives to meet emergencies or changing programs within available resources, and to establish performance goals and assess progress toward their achievement.
CONDITIONS OF EMPLOYMENT CONT'D
1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
2. This position includes Cyberspace work as a paramount duty requirement. Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
