This position requires an active Secret clearance.

Position Summary:

Provides senior technical expertise in facilities, engineering, installation planning, and project execution. Conducts site evaluations, validates facility information, identifies physical and technical discrepancies, and delivers actionable recommendations to support MCICOM project and portfolio decisions.

This combined profile covers Junior SME positions assigned to MCB Camp Butler, MCAS Iwakuni, or MCB Quantico. CSS performs assigned services as a subcontractor to CTC. Duties are allocated by duty station, technical discipline, qualifications, and the assigned subcontract scope; an individual is not expected to perform every listed discipline or work at all three locations. The labor category is Junior. The original technical expertise and experience requirements remain applicable. Assigned work is performed under the Program Manager's direction with review by the appropriate technical lead; final technical validation is reserved for appropriately qualified personnel.

Essential Functions, Duties & Responsibilities:

Includes the following:

• Conduct on-site evaluations of proposed and active project locations to assess physical, spatial, utility, infrastructure, and operational conditions.

• Review and interpret architectural, engineering, site, and utility schematics against actual field conditions.

• Identify, document, and assess discrepancies between project documentation, facilities databases, and observed site conditions.

• Validate field data and support accurate updates to facilities databases and associated systems of record.

• Develop technical findings, risk assessments, and actionable recommendations for project teams, regional commands, and Government stakeholders.

• Support project planning, scope development, feasibility reviews, project-justification packages, and engineering portfolio analyses.

• Coordinate with installation personnel, engineers, planners, project managers, and regional representatives to resolve technical issues and maintain project momentum.

Location-specific PWS responsibilities

MCB Camp Butler, Okinawa, Japan - Task 4.3

• Support assigned Civil, Architectural, Electrical, or Mechanical technical design reviews for compliance with Unified Facilities Criteria (UFC) and local installation requirements; document findings for Government review. (PWS 4.3.1-4.3.1.1; DEL-24)

• Prepare supporting inputs and preliminary drafts of pre-decisional project justification materials, including DD Form 1391 documentation in the PAX System, and technical cost models and should-cost estimates for FSRM and MILCON projects. Apply UFC 3-730-01 and provide all products for Government review, editing, sign-off, and approval. Do not directly correspond or interface with Congress or congressional staff. (PWS 4.3.1.2-4.3.1.4; DEL-14 and DEL-13)

• Support development of code-compliant statements of Architectural and Engineering services (SAES) and Design-Build Requests for Proposal for Government Engineering Design Manager review and approval. (PWS 4.3.1.5; DEL-24)

• When assigned utilities responsibilities, support Mechanical, Electrical, and Plumbing systems engineering, planning, and design analysis; prepare inputs to utility plans and schematics, feasibility studies, lifecycle cost estimates, performance analyses, preventive maintenance schedules, and technical compliance documentation. (PWS 4.3.2.1-4.3.2.5; DEL-18, DEL-19, and DEL-23)

• Support physical Facilities Condition Assessments, compile field measurements and systems maintenance requirements, and provide inputs to BUILDER SMS, AutoCAD, and GIS records to support Utilities Engineer planning and design. (PWS 4.3.3-4.3.3.2)

• Provide technical progress, milestones, risks, and issue-resolution inputs to the Program Manager for the local Integrated Master Schedule (IMS), weekly dashboard updates, and Monthly Status Reports (MSRs). (Support to PWS 4.3.4-4.3.4.1; DEL-02)

MCAS Iwakuni, Japan - Task 4.5

• Collect and reconcile project milestones, perform USMCMax data entry and analysis, and prepare inputs to execution-to-plan reports, dashboards, Base Operating Support (BOS) performance measures, and the electronic records library. (Support to PWS 4.5.1.1-4.5.1.5; DEL-06 and DEL-07)

• Track BOS services and work-order execution data, identify maintenance trends, and prepare draft Real Property Inventory Discrepancy Reports for Government review and approval. When assigned, enter and reconcile shops materials and supply inventory data and support maintenance supply metrics, warehousing, and tracking. (PWS 4.5.2.1-4.5.2.5; DEL-04)

• Conduct assigned site visits, document construction and repair progress, and prepare draft compliance findings identifying deviations from UFC or design specifications for COR review and action. Compile engineering assessment inputs and background documentation; evaluations remain advisory and the COR makes the final facility acceptability determination. (Support to PWS 4.5.3-4.5.3.2; DEL-21)

• When assigned fire protection support within demonstrated qualifications, assist the responsible technical lead with site surveys, life-safety and fire protection documentation, existing-facility code assessments, and hydrant flow test records and hydraulic-analysis inputs. Apply applicable NFPA, International Codes, FM Global Data Sheets, and UFC criteria. (Support to PWS 4.5.3.3-4.5.3.3.3)

• Support physical Facilities Condition Assessments under UFC 1-201-02, compile field measurements, drafting, testing, and systems maintenance data, and provide inputs to BUILDER SMS, AutoCAD, and GIS records for engineering planning and design. (PWS 4.5.4-4.5.4.2)

MCB Quantico, Virginia - Task 4.7

• Support assigned Electrical, Mechanical, Architectural, Civil/Structural, or Fire Protection engineering analyses and design submission reviews for compliance with UFC and local building codes. Support development of code-compliant SAES and Design-Build Requests for Proposal for Government Engineering Design Manager review and official approval. (PWS 4.7.3-4.7.3.2; DEL-24)

• When assigned planning responsibilities, provide technical inputs to preliminary installation master plans and layout studies, review and validate Basic Facility Requirements, and support environmental planning studies. Submit drafts, reports, proposed edits, and studies for final Government evaluation, modification, and approval and Master Planner approval as applicable. (Support to PWS 4.7.2-4.7.2.3; DEL-22, DEL-16 in Section 8, and DEL-09 as applicable)

• When assigned acquisition support, draft preliminary Statements of Work and Performance Work Statements, and compile historical cost data and market research for Government development of Independent Government Cost Estimates. Products are strictly advisory; the Government retains policy, planning, and procurement decisions. Do not sign contracts, obligate funds, or negotiate with vendors. Comply with applicable organizational conflict of interest restrictions. (PWS 4.7.4-4.7.4.2 and Section 15; DEL-20)

• When assigned facilities operations and maintenance support, evaluate third-party provider execution metrics and technical compliance data, draft service contract compliance evaluations, track equipment warranties, and develop draft Preventive Maintenance work plans for Government review and approval. Evaluations are strictly advisory to the COR; do not exercise direct supervision, oversight, or contractual direction over third-party contractor personnel. (PWS 4.7.5-4.7.5.2; DEL-23)

• Provide technical progress, milestones, risks, and action-item inputs to the Program Manager for weekly local IMS maintenance and monthly status reporting. (Support to PWS 4.7.1; DEL-02)

PWS production quantities apply to the contractor team at the respective location. Individual assignments and deliverable contributions are coordinated through CSS and CTC.

Education, Experience, Knowledge, Skills and Abilities Required: (Basic Qualifications)

• Bachelor's degree in engineering, architecture, construction management, facilities management, environmental design, or a related technical field.

• Personnel performing multi-discipline UFC technical design reviews under Tasks 4.3.1 or 4.7.3 must possess a degree from an ABET-accredited engineering or architecture program. This assignment-specific requirement applies in addition to the general degree options above. (PWS 20.1.2)

• A current Professional Engineer (PE) license or Registered Architect (RA) credential is mandatory for senior personnel responsible for final technical review and validation of designs or complex engineering analyses. Assignment to those responsibilities requires the applicable credential; the general preferred-credential listing below does not waive this requirement. (PWS 20.1.2)

• Personnel assigned to prepare NEPA documentation, environmental assessments, or regulatory permit applications under Task 4.7.2 must possess a degree in Environmental Science, Environmental Engineering, or a closely related field and at least three years of experience preparing federal environmental compliance packages. (PWS 20.1.4)

• At least 5 years of experience in facilities engineering, infrastructure, construction, installation management, project execution, or technical site assessment.

• Demonstrated ability to interpret architectural, civil, mechanical, electrical, structural, and/or utility drawings and schematics.

• Experience conducting site assessments and identifying discrepancies between design documentation and existing field conditions.

• Knowledge of facilities lifecycle management, infrastructure systems, project planning, and engineering support practices.

• Strong technical writing and communication skills, including the ability to prepare clear findings and recommendations for nontechnical audiences.

• Ability to obtain and maintain Government access, suitability, and any contract-required credentials; ability to handle CUI in accordance with applicable requirements.

• Must possess and maintain a Secret security clearance in accordance with PWS 11.1, which requires the clearance at proposal submission and maintenance of the required security level throughout contract performance.

• Must be eligible to receive and maintain a Common Access Card (CAC) and execute the required nondisclosure agreement before commencing work or accessing Government information, facilities, systems, or data. (PWS Sections 11-13)

• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.

• Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications:

• Professional Engineer (PE), Registered Architect (RA), Certified Facility Manager (CFM), Project Management Professional (PMP), or comparable credential.

• Master's degree in engineering, architecture, construction management, facilities management, or a related field.

• Experience supporting MCICOM, Marine Corps, Navy, DoD, or federal installation-management programs.

• Experience with military installation infrastructure, utilities, facility-condition assessments, and capital improvement planning.

• Experience supporting military construction, sustainment, restoration, modernization, or facilities-recapitalization programs.

• Familiarity with DoD facilities databases, real-property records, engineering systems, and project-management tools.

• Experience performing technical site evaluations at geographically dispersed or OCONUS installations.

Work Environment:

Work is performed primarily in a climate-controlled environment.

Positions are performed in person at the assigned duty station, MCB Camp Butler, MCAS Iwakuni, or MCB Quantico, during supported Government business hours. Duties include facility and project-site visits as assigned, with authorized travel when required. Personnel must comply with installation access and applicable safety requirements.
