Job Summary:
TCS is seeking a highly organized, detail-oriented Program Analyst to support day-to-day program operations. This position serves as a key coordination point between TCS leadership, employees, and external partners and is responsible for keeping recurring operational and administrative requirements moving to completion. Over time, the Program Analyst will take ownership of additional reporting functions currently performed by TCS operations leadership and the HR Director, and will serve as a trained backup for payroll.

The Program Analyst supports employee onboarding and offboarding, security and access coordination, timekeeping, business travel, recurring customer deliverables, training and certification tracking, and other program administration activities, as well as public-facing marketing and talent acquisition support. The successful candidate will be a proactive self-starter who can manage multiple priorities, track deadlines and outstanding actions, communicate effectively across all levels of the organization, and independently follow issues through resolution.

Essential Functions:

Program & Contract Support

  • Support day-to-day program operations, including recurring meetings, action-item tracking, contract/program data, funding updates, data calls, correspondence, and management reporting.
  • Coordinate recurring customer deliverables, including Monthly Status Reports (MSRs), metrics, trip reports, and other CDRLs; collect inputs, track deadlines, perform administrative quality checks, and route for review.
  • Own the monthly MSR cycle: collect inputs from employees by month end, review and copy edit their submissions, and prepare final reports for customer submission by the 5th of each month.
  • Develop and maintain program trackers, reports, templates, and administrative processes; identify opportunities for process improvement.
  • Take ownership of recurring operational and management reports as proficiency grows, assuming reporting functions currently performed by TCS operations leadership and the HR Director.


General Program & Employee Support

  • Serve as a day-to-day administrative resource for employees and Program Managers, coordinating routine issues and routing HR, security, safety, contract, or other specialized matters to the appropriate functional owner.
  • Serve as the front-line point of contact for routine employee questions, routing complex HR matters to the HR Director.
  • Monitor the shared employee phone and text line (Grasshopper) throughout the workday as first responder, and respond promptly to time-sensitive employee needs.
  • Conduct routine in-person and phone check-ins with employees at customer and work locations to gauge how they are doing, surface issues early, and escalate concerns to the HR Director.
  • Support recruiting/interview coordination, company communications, office administration, proposals, and other operational requirements as assigned.
  • Build effective working relationships across the organization and proactively follow assigned actions through completion.
  • Contribute to employee and public facing social media platforms and documents. Create and share social media posts aligned with company objectives.
  • Assist in Talent Acquisition by supporting recruiting activities, including candidate outreach, interview scheduling, and candidate communications.
  • Cross-train with teammates so every recurring function has a trained backup during leave and absences.


Employee Onboarding, Access & Compliance

  • Coordinate employee onboarding and offboarding activities, including required documentation, pre-employment requirements, training, system/customer access, and employee communications.
  • Coordinate clearance and access-related activities with employees, TCS Security, customers, and external support organizations, including fingerprints, CACs, badges, SAARs, and other access requirements.
  • Maintain and monitor employee training, certification, medical-readiness, badge/access, and other compliance records; proactively coordinate upcoming renewals and requirements.
  • Track certification and medical renewal dates (for example, forklift certifications and DOT physicals renewed every two years) in ADP and the compliance tracker; review weekly and flag any item within 30, 60, or 90 days of expiration.
  • Maintain and execute a documented daily, weekly, monthly, and quarterly compliance checklist.


Timekeeping & Reporting

  • Support weekly timekeeping and customer reporting processes, monitor completion, identify discrepancies, coordinate corrections, and escalate unresolved issues as appropriate.
  • Run the weekly timesheet reconciliation for 50+ employees: follow up with employees until timesheets are complete, validate time recorded in one system against entries in another, run weekly reports from multiple systems, and resolve mismatches. Fridays from approximately 7:00 to 10:00 a.m. are the peak timekeeping window.
  • Maintain awareness of employee leave, telework, travel, and other schedule information necessary for program operations.
  • Cross-train as a backup for biweekly payroll processing in ADP for approximately 55 employees.


Business Travel

  • Coordinate CONUS and OCONUS employee travel from initial request through authorization, booking, tracking, expense reconciliation, and required post-travel reporting in accordance with TCS requirements.
  • Serve as the primary point of contact for the five to six employees who travel regularly, including reservation and flight changes while they are on travel.
  • Develop travel estimates, route requests through the TCS approval chain, and verify that lodging and per diem stay within government-approved rates under FAR 31.205-46 and the applicable Federal Travel Regulation or Joint Travel Regulations rates.
  • After each trip, collect all receipts, reconcile charges against the approved estimate, and submit for reimbursement.


Experience and Skills:

  • Bachelor's degree in business, management, administration, or a related field preferred; relevant professional experience may be substituted for education.
  • Three (3) or more years of experience in program administration, project coordination, government contracting, business operations, or a related field preferred.
  • Experience supporting Department of Defense or other government-contracting environments is preferred.
  • Proficiency with Microsoft Outlook, Word, Excel, PowerPoint, and Teams; ability to learn and effectively use multiple business systems, customer portals, and administrative databases.
  • Working proficiency in Microsoft Excel, including keeping complex, linked workbooks accurate, and a commitment to building advanced Excel skills.
  • Familiarity with HR, payroll, and timekeeping systems (ADP preferred) is a plus.
  • Excellent written and verbal communication skills with strong attention to detail.
  • Demonstrated ability to manage multiple concurrent deadlines and priorities, maintain accurate records, and follow outstanding actions through completion with limited supervision.
  • Proactive and resourceful problem solver with sound judgment and the ability to recognize when an issue should be elevated.
  • Ability to communicate professionally with employees, company leadership, customers, and external partners and appropriately handle confidential, personnel, contract, and security-related information.
  • Comfortable approaching and speaking with people they have not met, in person and by phone, including walking into customer work sites to find and check in with employees.
  • Team-oriented, adaptable, and willing to assist across functional areas in a small-business environment.
  • Willingness to learn and use approved AI tools within the restrictions that apply to government contract work.
  • Experience creating social media content; experience running paid social media ads is a plus.
  • Ownership mindset: takes ownership of assigned processes, improves them without being told, and brings recommendations forward.
  • Positive attitude and willingness to take on additional tasking as the role grows.


Schedule and Availability:

  • On-site at the TCS office in Bedford at least three days per week; partial telework may be available once fully proficient.
  • Early starts on Fridays (approximately 7:00 a.m.) to complete weekly timekeeping.
  • Flexibility to respond after hours at the first available opportunity when a traveling employee needs help (for example, rebooking a flight), and to stay late occasionally for an urgent data call. These situations are infrequent.


Success in This Role:

Travel:
Minimal. Occasional local travel may be required to support employee, customer, training, testing, or administrative activities. Overnight travel is not expected. Routine local visits to employee work locations are expected.
