Description
Leidos is seeking a Measures of Effectiveness (MOE) Team Lead that guides the development, execution, and evaluation of assessment strategies supporting Intelligence Community strategic communications campaigns. The Team Lead manages these activities: development of MOEs, assessment frameworks, performance indicators, and methodologies to evaluate campaign effectiveness and audience impact. Leads the team to determine quantitative and qualitative analysis of campaign data, media trends, audience behavior, and engagement. Supervises and mentors analysts, ensures analytic rigor and quality control, and coordinates with campaign planners and mission stakeholders. May include the development of dashboards, reports, and executive briefings, translating assessment findings into actionable recommendations to optimize messaging, targeting, campaign execution, and future strategic communications activities.

Leads the team to determine quantitative and qualitative analysis of campaign data, media trends, audience behavior, and engagement. Primary Responsibilities
- Lead MOE Analyst directs the development and implementation of Measures of Effectiveness (MOEs) to assess strategic communications campaigns, activities, and outcomes.
- Develop assessment methodologies, evaluation plans, performance indicators, benchmarks, and reporting processes aligned with campaign objectives and customer requirements.
- Evaluate whether communications activities are achieving intended effects with priority audiences and identify factors contributing to or limiting campaign effectiveness.
- Lead quantitative and qualitative analysis of campaign data, audience behavior, media trends, engagement, and other relevant indicators.
- Establish baselines and track changes over time to identify trends, patterns, anomalies, and indicators of campaign impact.
Basic Qualifications
- Bachelors degree with an emphasis on Data Analysis and at least 12 years of experience OR Masters and at least 10 years of experience.
- Must have a TS/SCI with Poly to be considered.
- Seven (7) years of experience contributing to analysis activities; i.e., marketing analytics, public opinion research, behavioral analytics, data visualization, and/or data-driven reporting; or Seven (7) years of experience with targeting or analysis efforts in support of Sponsor.
- Four (4) years of experience managing analytic teams.
Preferred Qualifications
- Master's degree in political science, data science, or other related social science discipline with an emphasis on quantitative methodology.
- Familiarity with Sponsor analytic and targeting tools and methods Knowledge of communications analytics tools; i.e. Google Analytics, Meta Pixel, and other commercially available marketing analytics and social listening tools.
