The Air & Space Intelligence Department delivers impactful engineering analyses to rapidly transform current and future warfighter operations in contested and denied environments. We accomplish this through close interaction with our United States Air Force (USAF), United States Space Force (USSF), Office of the Under Secretary of War for Intelligence & Security (OUSW(I&S)), and Intelligence Community sponsors, as well as senior leadership across the Intelligence, Acquisition, and Warfighting communities.

Our engineering analyses are informed by intelligence assessments of adversarial capabilities and threats to U.S. mission systems. We conduct engineering assessments of advanced and evolving threats, perform end-to-end mission and effects chain analysis, develop engineering architectures for intelligence applications, identify threat mitigation opportunities, and evaluate emerging technologies to improve operational effectiveness. We leverage artificial intelligence (AI), advanced analytics, and systems engineering to accelerate mission understanding, enhance decision advantage, and enable resilient intelligence capabilities across complex national security missions.

Roles & Responsibilities:

As a Foreign Materiel Program Strategist, you will provide technical leadership in applying systems engineering to solve complex national security challenges faced by the Department of War's Foreign Materiel Program (FMP). You will collaborate closely with government sponsors, mission partners, and multidisciplinary MITRE teams to identify high-value opportunities to modernize the FMP programmatic, acquisition, and exploitation activities and guide the development of technical strategies that improve operational effectiveness.

Responsibilities include:

• Perform technical and strategic analysis to support and facilitate the DoW and interagency to employ and modernize Foreign Materiel Program (FMP) capacities, capabilities, requirements and priorities.
• Advance the current state of DoW, Defense Intelligence Agency, and Service Intelligence Centers' FMP processes, policies, and technical capabilities to support a wider range of customer acquisition and exploitation requirements on accelerated timelines.
• Inform investments in scientific and technology capability areas that can enhance or accelerate foreign materiel exploitation projects across the FMP enterprise.
• Foster coordination across MITRE projects, the USG, academia, and industrial partners to drive collaboration and modernization of the FMP.
• Serve as a trusted technical advisor to government sponsors and MITRE leadership on emerging technologies and mission-focused engineering solutions.

Basic Qualifications:

• Typically requires a minimum of 8 years of related experience with a bachelor's degree; or 6 years and a master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience.
• Experience fostering an environment and culture of innovation, technical leadership, collaboration, camaraderie, and technical quality.
• Experience within a Service Intelligence Center's Foreign Materiel Program, the Joint Foreign Materiel Program, OUSW(I&S) FMP or a supporting organization.
• Strong understanding of the FMP's requirements, acquisition, and exploitation processes.
• Broad experience engaging across the DoW and Intelligence Community.
• Experience developing strategies and leading cross-functional initiatives.
• Demonstrated success working in small teams or independently in complex technical or sponsor dynamic environments.
• Must have an active Top Secret/SCI U.S Government issued Security Clearance with the ability to obtain and maintain a Top Secret/SCI w/Poly U.S. Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
• This position requires a minimum of 4 days a week on-site.

Preferred Qualifications:

• Expertise in one or more of the following areas: foreign materiel program management, acquisition, or exploitation.
• Completion of the Foreign Materiel Program Officer Course and/or Foreign Material Acquisition Course.
• Basic understanding of the exploitation techniques utilized by the FMP.
• Demonstrated experience conducting gap assessments, research, and evaluating technical solutions.
• Experience briefing and advising government executives.
• Additional years of experience.
• Active Top Secret/SCI security clearance with polygraph.

Salary compensation range and midpoint:
$147,200 - $184,000 - $220,800 Annual
