Position Summary

SHR Consulting Group is seeking an Onsite Program Manager to lead program execution and delivery of IT support services supporting the Defense Information Systems Agency (DISA) J6 Integrated Tracking System/Digital Mail Modernization (ITS/DMM) environment.The Program Manager will provide day-to-day leadership of the contract team, oversee technical and operational activities, manage Government deliverables, maintain staffing and schedules, and serve as a primary interface between SHR personnel, Government stakeholders, technical teams, and supporting contractors.The Onsite Program Manager is required to oversee task-order activities, maintain required staffing, interface with Government leads, manage contractor personnel, and provide proactive program leadership and issue resolution.

Key Responsibilities

• Serve as the onsite Program Manager and primary management lead for the ITS/DMM support effort.
• Manage personnel supporting program management, system engineering/O&M, and Tier II support.
• Coordinate directly with DISA J6, WHS/FSD, Government program leadership, technical personnel, and contractor stakeholders.
• Maintain program schedules, milestones, deliverables, risks, issues, staffing, and action items.
• Develop and maintain the Integrated Master Schedule and associated project plans.
• Prepare and deliver weekly status reports, monthly status reports, In-Progress Reviews, briefings, and executive-level presentations.
• Monitor labor utilization, contract funding, burn rates, deliverables, and program performance.
• Lead meetings and working groups and document meeting minutes, decisions, due-outs, and corrective actions.
• Supervise and coordinate technical personnel providing Tier I, Tier II, and Tier III support.
• Coordinate technical activities involving ITS, BearTracks, WebDOX, supporting infrastructure, and third-party hardware/software integrations.
• Work closely with developers, programmers, IT support personnel, cybersecurity staff, and Government stakeholders.
• Support cybersecurity and compliance activities associated with ITS/DMM applications and systems.
• Ensure timely resolution of operational issues and maintain continuity of mission-critical support.
• Maintain personnel rosters, contract documentation, records, and required Government reporting.

The Onsite Program Manager also specifically requires recurring program reporting, financial status reporting, scheduling, meetings, weekly/monthly reports, and formal program reviews.

Minimum Qualifications

• Minimum 3 years of software project management experience.
• Experience working in a DoD IT environment and large, complex enterprise IT environments.
• Experience managing IT support personnel and technical service delivery.
• Experience preparing and presenting program status, performance, schedule, and management reports.
• Strong technical writing, editing, oral communication, and presentation skills.
• Proficiency with:

• Experience supervising technical personnel.
• Experience supporting or managing Tier I, Tier II, and Tier III IT support activities.
• Strong organizational, documentation, and recordkeeping skills.
• Understanding of DoD cybersecurity practices, policies, and directives.
• Experience maintaining cyber compliance and supporting performance-based Government contracts.
• Direct experience with ITS, BearTracks, and/or WebDOX.
• Experience integrating BearTracks or similar enterprise applications with third-party hardware and software.
• Experience supporting Pentagon, WHS, DISA, or other DoD enterprise environments.
• Experience coordinating among application developers, infrastructure teams, cybersecurity teams, and customer support organizations.

The Government specifically identifies ITS/BearTracks/WebDOX experience, supervisory ability, Tier I-III support experience, reporting skills, and integration experience for this KP position.

Education & Certifications

• Bachelor's degree in Computer Science, Information Technology, Project Management, or a related field.

Security Clearance

U.S. Citizenship and a minimum active Secret security clearance are required for this position. All personnel must be able to obtain and maintain the required clearance level and must possess a valid DoD Common Access Card (CAC).

Work Environment

100% onsite at a government facility within the National Capital Region (NCR), primarily at the Pentagon, Crystal Gateway, Taylor Building, Mark Center, or other JSP-designated alternate site. Must be local to the DC Metro Area with reliable transportation.

Salary Range 130,000 - 150,000 USD. This salary range represents a general guideline; SHR considers a number of factors when determining the base salary offers such as the scope and responsibilities of the position, and the candidate's experience, education, skills and current market conditions.
