Journeyman Network Engineer
Position Summary
The Journeyman Network Engineer supports NAVFAC engineering operations by designing, installing, configuring, troubleshooting, and maintaining enterprise network infrastructure. The engineer assesses capacity and performance for local and wide area networks and other data communications environments, helps plan network and security improvements, and produces technical documentation for Risk Management Framework (RMF) activities and monthly status reports (MSRs).

Program Context
Program Description
Support NAVFAC technical and engineering stakeholders responsible for enterprise data communications networks. Coordinate network work and proposed changes with authorized system owners and follow applicable configuration and security procedures.
Program Scope
Network design and implementation; router, switch, and firewall installation and support; connectivity and performance troubleshooting; network modeling and capacity planning; consideration of network security measures; hardware and software recommendations; RMF technical documentation; and MSRs.
Key Responsibilities
NETWORK DESIGN AND IMPLEMENTATION
• Design and implement local area networks (LANs), wide area networks (WANs), intranets, extranets, and other assigned data communications networks.
• Install and configure routers, switches, firewalls, and related network components in accordance with approved designs and change procedures.
• Document configurations, topology, dependencies, and implementation results for review and sustainment.
OPERATIONS AND TROUBLESHOOTING
• Troubleshoot connectivity, device, routing, switching, and performance problems; document findings and corrective actions.
• Maintain network infrastructure and validate service restoration following approved repairs or changes.
• Coordinate with systems, security, and engineering stakeholders to resolve cross-system network issues.
CAPACITY SECURITY AND TECHNOLOGY ASSESSMENT
• Perform network modeling, analysis, and planning, including assessment of infrastructure capacity needs.
• Analyze relevant security protocols and assist in designing network and computer security measures when assigned.
• Research network and data communications hardware or software and provide evidence-based recommendations.
RMF DOCUMENTATION AND REPORTING
• Prepare technical documentation and configuration information needed to support RMF and NAVFAC engineering operations.
• Maintain clear records of designs, analyses, changes, test results, and open technical issues.
• Prepare MSRs summarizing completed work, network issues, capacity findings, risks, and next steps.
Qualifications
Education
High school diploma or GED equivalent required. Postsecondary study in information technology, networking, engineering, or a related field preferred.
Professional Certifications
Network+ or CCNA preferred , not mandatory.
Minimum Qualifications
• Demonstrated ability to install, configure, troubleshoot, and maintain routers, switches, firewalls, and enterprise network infrastructure.
• Practical knowledge of LAN and WAN networking, data communications, and related security protocols.
• Ability to conduct network analysis and capacity planning and write clear technical documentation.
Preferred Qualifications
• Experience supporting Navy, DoD, or NAVFAC network environments and engineering stakeholders.
• Experience contributing network architecture, configuration evidence, or technical records to RMF documentation.
• Experience evaluating network hardware, software, security measures, and infrastructure performance.
