BDR Solutions is seeking a remote Human Resources Manager to oversee HR operations, compliance, employee relations, onboarding, and talent initiatives in support of our growing federal contracting workforce.
Position Summary
BDR Solutions is seeking an experienced and hands-on HR Manager to lead and support all aspects of Human Resources for a growing federal government contractor headquartered in Northern VA. This role is ideal for an HR professional who thrives in a dynamic environment and possesses deep expertise in Service Contract Act (SCA) compliance, employee relations, benefits administration, workforce planning, and multi-state employment practices.
The HR Manager will oversee daily HR operations, manage a small HR team, ensure compliance with federal and state regulations, and partner closely with executive leadership, operations, and business development teams to support organizational growth across a geographically dispersed workforce.
This position requires both strategic thinking and tactical execution. The successful candidate must be comfortable rolling up their sleeves and personally handling complex HR matters while simultaneously leading an HR strategy function that supports employees nationwide.

The compensation range for this position is $100,000 - $145,000. Compensation decisions depend on a wide range of factors, including but not limited to location, skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
In addition, U.S Citizenship is required. Key Responsibilities
Human Resources Leadership
- Lead and manage a team of HR professionals responsible for HR operations, employee support, and compliance activities.
- Provide coaching, mentorship, and professional development to HR staff.
- Develop and implement HR policies, procedures, and best practices that support business objectives.
- Serve as a trusted advisor to leadership on employee relations, organizational effectiveness, and workforce management.
SCA Compliance & Workforce Planning
- Serve as the company's subject matter expert for Service Contract Act (SCA) compliance.
- Administer SCA wage determinations, health and welfare benefits, and fringe benefit requirements.
- Ensure compliance with contract-specific labor requirements and applicable federal regulations.
- Partner with Growth and Talent Acquisition teams to support workforce planning initiatives.
- Map labor categories to the SCA Directory of Occupations and provide pricing and compliance guidance during proposal development.
- Support contract transitions, mobilizations, and workforce onboarding activities.
Employee Relations & HR Operations
- Lead employee relations activities, including workplace investigations, performance management, corrective actions, conflict resolution, and manager coaching to foster a positive and compliant work environment.
- Manage the full employee lifecycle, including onboarding, promotions, transfers, and separations, while maintaining accurate HR records and documentation.
- Ensure compliance with federal, state, and local employment laws; partner with leaders to address workforce challenges, mitigate organizational risk, and implement HR best practices.
- Coordinate new hire orientation programs, including policy reviews, benefits enrollment, compliance training, and introductions to company culture and resources.
Benefits, Compliance & Risk Management
- Oversee employee benefits, leave administration, and HR compliance programs while ensuring adherence to federal, state, and local employment laws, including wage and hour requirements, FMLA, ADA and other regulatory obligations.
- Lead HR audit, reporting, and risk management initiatives; monitor changes in employment legislation and implement policies, procedures, and compliance measures to mitigate organizational risk and maintain regulatory compliance.
- Experience supporting OSHA compliance programs within a federal contracting environment, including workplace safety training, incident reporting, recordkeeping, and coordination with internal and external regulatory stakeholders.
Remote Workforce Support
- Support a nationwide, geographically dispersed workforce by delivering consistent HR guidance and employee engagement initiatives across multiple states, while partnering with operational leaders to ensure effective people support, communication, and compliance across contracts and locations.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience.
- Minimum 5 years of Human Resources experience working within the HR department of a small to mid-tier sized federal government contractor as an overhead, non-billable employee.
- Minimum 3 years of direct experience administering Service Contract Act (SCA) contracts, including: SCA compliance, Wage Determinations, Health & Welfare benefits administration and Labor category mapping and workforce planning.
- Minimum 5 years of people management experience leading an HR team of two or more employees.
- Demonstrated experience managing the full spectrum of HR functions, including: Employee relations, Benefits administration, Performance management, Regulatory compliance and Employee lifecycle management
- Experience supporting employees across multiple states and locations in a virtual environment.
- Strong working knowledge of federal and state employment laws.
- Ability to travel throughout the United States approximately 15%
Preferred Qualifications
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
- Resides within a two-hour commuting radius of Northern Virginia.
- Experience with Rippling or comparable HRIS platforms.
- Experience supporting rapid organizational growth and contract transitions.
- Experience partnering with Business Development, Capture, and Proposal teams.
- Knowledge of government contracting regulations and workforce compliance requirements.
