Engineering Operations Manager
Onsite Annapolis Junction, MD | US Citizenship Required | Travel (less than 10%)

Responsibilities
The Engineering Operations Manager serves as the executive operational authority overseeing system performance, availability, and incident response across a portfolio powered by 28 multi-disciplinary engineering squads. Positioned at the center of mission execution, this leader maintains overarching operational control over core digital services—ensuring high availability, resilience, and strict adherence to security compliance baselines. Grounded in a primary mission to safeguard service continuity and rapidly restore degraded capabilities, you will lead major incident responses, mobilize technical teams during critical outages, streamline resource allocation, and eliminate delivery roadblocks. Serving as a senior escalation bridge between engineering leads, security accreditors, and executive leadership, you will transform operational metrics into strategic readiness insights while driving continuous reliability improvements across the enterprise ecosystem.
Requirements
-Proven experience directing high-availability operations and platform reliability across large-scale enterprise IT portfolios.
-Demonstrated track record monitoring system health, maintaining strict SLA/SLO baselines, and optimizing cross-functional service delivery.
-Proven skill mobilizing multi-disciplinary engineering teams during critical outages, priority-one incidents, and emergency operational demands.
-Broad technical background across core infrastructure, cloud architectures, network fabrics, cybersecurity controls, and client endpoints.
-Ability to re-align operational resources rapidly to address emergent, high-impact requirements without compromising baseline service delivery.
-Strong decision-making skills with a track record of serving as a senior escalation point for high-stakes operational risks.
-Exceptional communication capabilities to coordinate effectively across engineers, division heads, executive sponsors, and external clients.
-Ability to act autonomously, exercise sound technical judgment, and drive action in high-pressure situations with fluid information.
-Deep understanding of operational risk mitigation, audit readiness, security compliance controls, and ITSM frameworks.
Preferred Qualifications
-Experience directing IT operations across large-scale, geographically dispersed infrastructure ecosystems.
-Proven track record commanding P1 incident management, crisis communications, and rapid service restoration.
-Advanced proficiency in ITIL frameworks and hands-on experience using ServiceNow (or similar ITSM platforms).
-Experience leading security assessments, audit preparedness, and regulatory compliance remediation.
-Skill in managing service health dashboards, operational KPIs, SLAs, and executive availability metrics.
-Hands-on involvement coordinating Disaster Recovery (DR), Continuity of Operations (COOP), and failover testing.
-Background supporting high-availability cloud, hybrid, or multi-tenant enterprise platforms.
-Industry-recognized credentials such as ITIL, PMP, CISSP, or equivalent technical leadership certifications.
Education/Certification Requirements
-Level II 8570 Certification (Security+ CE or equivalent)
