Position Overview
The Technical Writer provides high quality writing, editing, and documentation support to the OPNAV N16 Enterprise Testing Program Management Office (PMO) in support of the MyNavy HR IT Transformation initiative. This role is responsible for transforming complex technical and non technical information into clear, accurate, and user focused documentation that supports Navy stakeholders, senior leadership, and end users.
The ideal candidate demonstrates exceptional writing skills, attention to detail, and the ability to collaborate with subject matter experts (SMEs), program leadership, and cross functional teams to produce authoritative documentation that complies with Department of Defense (DoD) and Navy standards.

Key Responsibilities
Technical Documentation Development
• Create, revise, and deliver technical manuals, technical notes, and technical reports based on Government Furnished Information (GFI).
• Develop and maintain user focused technical documentation such as user guides, installation guides, release notes, and reference materials for MyNavy HR capabilities.
• Prepare documentation in accordance with applicable DoD and Navy directives, policies, specifications, and style guides.
• Systematically identify and document changes to technical manuals, technical notes, and reports, ensuring traceability and version control.
• Develop and maintain formal test plans, test procedures, readiness artifacts, and test summary reports.
• Prepare TRR / PRR briefing materials, execution metrics, and release readiness documentation.
• Support creation and maintenance of requirements traceability and testing documentation repositories.
• Draft After Action Reports (AARs), lessons learned, and continuous improvement documentation.
Editing, Proofreading & Quality Assurance
• Edit and proofread technical and non technical materials produced by SMEs to ensure clarity, accuracy, consistency, and completeness.
• Improve text readability and structure while preserving technical accuracy and leadership intent.
• Ensure all documentation adheres to organizational writing standards, formatting requirements, and publishing guidelines.
OPNAV N16 & Leadership Support
• Develop technical inputs and documentation supporting OPNAV N16 efforts, including creation, updates, and long term maintenance of materials.
• Draft, review, and refine PowerPoint presentations, executive briefings, read ahead packages, and leadership level communications.
• Create impactful reports, bullets, newsletters, and publications that clearly communicate project relevance, milestones, and team accomplishments to senior leadership.
• Translate complex technical concepts into concise, executive level language for SES and Flag Officer audiences.
Collaboration & Information Management
• Collaborate with PMO staff, SMEs, developers, and functional owners to gather and validate information.
• Consolidate customer feedback, technical inputs, and government furnished standards to ensure documentation draws from authoritative sources.
• Provide links to secure data repositories containing all source files used to create or revise documentation.
• Manage documentation projects end to end, including planning, drafting, review coordination, final approval, and delivery.
Reporting & Tools
• Generate and deliver reports and presentations using Microsoft Word, Excel, PowerPoint, Project, and Access.
• Utilize collaboration tools such as Microsoft Teams and SharePoint to manage content, reviews, and document repositories.

Required Qualifications
• Bachelor’s degree in Technical Writing, English, Communications, or a related field.
• Ability to obtain and maintain a Secret security clearance.
• Minimum of 5 years of technical writing experience, including creating, updating, or revising documentation in accordance with specifications, templates, and style guides.
• Strong proficiency in editing and proofreading both technical and non technical content.
• Demonstrated experience working with government furnished standards, structured documentation, and compliance driven environments.
• Exceptional attention to detail and ability to work independently while meeting deadlines.
• Proficiency with Microsoft Office tools (Word, Excel, Outlook, PowerPoint) and collaboration platforms (Teams, SharePoint).
