Description: ACT1 Federal seeks an experienced Contracting and Acquisition Subject Matter Expert to provide advisory support for translating production and site-development needs into acquisition, contracting, agreement, incentive, and data-access options.

Responsibilities:

TASC Team Integration and Decision Support

• Serve as the senior acquisition and contracting advisor to the TASC team for assigned PAE and weapon-system priorities.


• Integrate acquisition considerations with production, schedule, supplier, engineering, budget, financial, and program data to develop executable courses of action.


• Coordinate acquisition issues across DASN DIB, PAEs, program offices, systems commands, contracting activities, legal counsel, financial management, and industry stakeholders.


• Prepare acquisition assessments, alternatives analyses, issue papers, decision briefings, action plans, and recommendations for senior Government leadership.

Acquisition Planning and Risk Analysis

• Support development of acquisition-planning materials, work statements, deliverables, acceptance criteria, independent estimate inputs, evaluation factors, and negotiation objective inputs when directed.


• Identify competition, data-rights, proprietary-information, funding, OCI, schedule, supplier, and other acquisition risks for Government consideration.


• Assess contractual barriers affecting production throughput, supplier capacity, alternate sourcing, tooling, facilities, technical-data availability, or schedule acceleration.


• Develop practical mitigation approaches and alternative courses of action when contractual or acquisition constraints could delay execution.


• Facilitate execution and management of required proprietary-data-sharing arrangements and nondisclosure agreements in coordination with authorized Government, legal, and industry stakeholders.

Requirements:

• Bachelor's degree from an accredited institution in acquisition, contracting, business, finance, law, management, or related discipline.


• 10+ years’ experience of Federal acquisition, contracting, procurement, or acquisition-program experience. DoD experience is strongly preferred.


• Demonstrated knowledge of the FAR and DFARS and experience developing, evaluating, or advising on acquisition strategies for complex requirements.


• Experience with contract types, modifications, options, task or delivery orders, competition, acquisition planning, proposal evaluation, negotiation, and contract administration.


• Ability to assess contractual and acquisition constraints and develop practical, executable alternatives for Government consideration.


• Experience preparing acquisition assessments, decision materials, and recommendations for senior Government, program, technical, and contracting personnel.


• Active Top Secret Clearance required.
