Description: ACT1 Federal is seeking an experienced Foreign Investment & Industrial Risk Analyst to provide senior-level economic, financial, market, and transaction-analysis support to the Industry and Economic Analysis team within the Office of the Deputy Assistant Secretary of the Navy for the Defense Industrial Base (DASN (DIB)). The analyst supports Department of the Navy (DON) efforts to assess foreign-investment, ownership, control, supply-chain, market, and economic-security issues affecting the defense industrial base.
This position requires demonstrated experience in foreign-investment review, economic security, corporate and ownership analysis, financial analysis, industrial-base analysis, or related disciplines. The analyst shall be capable of independently conducting due-diligence research; integrating open-source, Government-furnished, industry, financial, and stakeholder information; and preparing accurate, decision-ready analytical products for senior Department of the Navy, Department of War, interagency, and executive audiences.
Responsibilities:
- Conduct due-diligence research and analytical support for DON foreign-investment, ownership, merger-and-acquisition, economic-security, and industrial-risk matters.
- Analyze corporate ownership, control, governance, beneficial ownership, foreign interests, financial condition, transaction structures, market position, supply-chain dependencies, and potential industrial-base implications.
- Prepare draft risk assessments, market assessments, issue papers, economic analyses, briefing materials, information-request packages, executive summaries, and decision-support products for Government review.
- Support Government-led reviews and coordination related to foreign-investment, Committee on Foreign Investment in the United States (CFIUS), Team Telecom, merger-and-acquisition, and related economic-security matters.
- Develop and maintain transaction-support files, analytical workpapers, data sources, research records, status trackers, and workflow-management tools in accordance with Government direction and applicable records-management requirements.
- Assess defense-relevant industrial sectors and markets, including shipbuilding, munitions, advanced manufacturing, energy, critical infrastructure, dual-use technology, private capital, critical minerals, and supply-chain resilience.
- Conduct market, financial, and economic analysis to identify trends, vulnerabilities, dependencies, concentration risks, foreign exposure, investment patterns, and potential effects on DON industrial capacity and resilience.
- Develop economic models, financial analyses, market-sizing assessments, scenario analyses, and other quantitative products, as directed by the Government.
- Support preparation of responses to Government-led requests for information, interagency taskers, executive engagements, and senior-leader briefings.
- Draft meeting materials, coordination packages, summaries of Government-led discussions, after-action reports, and recommended follow-through actions for Government consideration.
- Coordinate research, draft products, and supporting information with DASN (DIB) directorates, ASN (RD&A) offices, DON acquisition organizations, Department of War stakeholders, interagency organizations, and other Government-approved points of contact, as directed by the Government.
- Identify analytical gaps, data-quality issues, time-sensitive requirements, transaction milestones, coordination dependencies, and potential risks for Government review.
Requirements:
- Bachelor's degree from an accredited institution in business, management, engineering, economics, finance, operations research, public administration, or a related discipline.
- At least 10 years of progressively responsible experience in foreign-investment review, CFIUS support, economic security, national-security risk analysis, business intelligence, corporate ownership analysis, financial analysis, industrial-base analysis, management consulting, industrial policy, or related fields.
- Demonstrated experience conducting research and analysis of corporate ownership, control, governance, beneficial ownership, financial condition, investment activity, transaction structures, or foreign interests.
- Experience conducting market, supply-chain, industry, financial, or economic analysis in one or more defense-relevant sectors is required.
- Demonstrated experience preparing analytical products for senior Government, military, interagency, industry, corporate, or executive audiences.
- Demonstrated ability to synthesize complex source research, industry data, financial information, and stakeholder inputs into concise, accurate, decision-ready products.
- Proven ability to manage sensitive, time-constrained analytical workflows involving multiple stakeholders, competing priorities, and evolving information requirements
- The position may require support outside normal business hours to meet time-sensitive transaction, interagency, executive, or industrial-base requirements.
