Position Overview
We are seeking an experienced Program Manager to support the Defense Intelligence Agency (DIA) in managing and delivering software development initiatives. The Program Manager will serve as the primary point of contact for overall project performance, working closely with DIA stakeholders, functional users, software developers, and technical teams to ensure projects are delivered effectively and in alignment with mission requirements.
The ideal candidate will have a strong combination of program/project management, Agile software development, and technical experience, along with a solid understanding of modern cloud and software engineering practices. This individual will help prioritize development efforts, facilitate communication between business and technical stakeholders, and drive projects through the complete software development life cycle.
Key Responsibilities
Serve as the primary point of contact (POC) for project performance, delivery status, priorities, risks, and overall execution.
Work closely with DIA stakeholders and functional users to understand mission requirements, define priorities, and translate business needs into actionable development initiatives.
Assist DIA leadership and stakeholders in prioritizing DITL development activities based on mission needs, technical requirements, dependencies, and available resources.
Facilitate effective collaboration between functional users, product owners, software developers, engineers, and other technical stakeholders.
Manage and coordinate Agile software development activities using tools such as Jira, Confluence, or comparable Agile project management platforms.
Oversee the full Software Development Life Cycle (SDLC), including requirements gathering, planning, development, testing, deployment, release management, and sustainment.
Track project schedules, milestones, deliverables, dependencies, risks, issues, and resource requirements to ensure successful project execution.
Work with development teams to remove impediments and ensure requirements are clearly understood and translated into technical solutions.
Support the integration and delivery of software solutions that address DIA project and mission initiatives.
Collaborate with technical teams on AWS-based environments, modern software engineering practices, CI/CD processes, and development workflows.
Monitor project performance and provide regular status updates, metrics, and risk assessments to government and organizational leadership.
Identify opportunities to improve development and deployment processes and drive continuous improvement across Agile delivery workflows.
Help establish and maintain effective processes for requirements management, change management, release planning, and software sustainment.
Ensure development activities remain aligned with project objectives, security requirements, quality standards, and organizational priorities.
Required Qualifications
Bachelor's degree in Computer Science, Engineering, Information Technology, or a related STEM field.
5+ years of project/program management experience, including at least 3 years managing Agile software development projects.
3+ years of professional software development experience, demonstrating the ability to understand technical requirements and communicate effectively with engineering teams.
Working knowledge of AWS and modern cloud technologies.
Experience with modern software development and project management tools.
Strong understanding of Agile/Scrum methodologies and software development life-cycle processes.
Strong communication, coordination, stakeholder management, and problem-solving skills.
Ability to work effectively with both technical development teams and government/mission stakeholders.
Active TS/SCI clearance is required.
