Pay Range: $55-$64.60/hr (W2 ONLY), depending on experience
Interview Mode: 1st round may be remote or onsite in Long Island City, NY. Depends on Hiring Manager preference. 2nd round (if needed), will be onsite.

Position Overview:
Client located in Long Island City, NY is looking for a Senior IT Project Manager to join their dynamic team and division of Information Technology. In this pivotal role, the resource will be responsible for overseeing critical technology initiatives in support of the Division of Environmental Health, driving cross-functional collaboration, and ensuring projects are completed on time, within budget, and to the highest quality standards.

This is a Contract-to-Hire position (6-12 months of contract, then potential hire by client as full-time employee) which requires 100% onsite work at Long Island City, NY for the 6-12 month contract period, and allows a hybrid schedule once converted to a full-time employee of the client.

Overview: The agency is embarking on a data modernization initiative to accelerate its data strategy. During the COVID-19 pandemic, data was the life blood of the agency's response to making informed data-driven decisions and policies that directly impacts the lives of New Yorkers. These included operational data in our vaccination campaign at the Vaccine Hubs, distribution strategy throughout the city's vaccine infrastructure, as well as health equity data breaking down lab tests, positive cases, hospitalizations, deaths, and vaccination rates by age, place, and race. The agency is embarking on a data modernization initiative to move from siloed and brittle public health data systems to connected, resilient, adaptable, and sustainable systems. This initiative is not just about technology, but also about putting the right people, processes, and policies in place.

The agency's modernization strategy focuses on key areas in data collection, storage, processing (including transformation, standardization, matching, deduplication), data integration and exchange, data analysis and data reporting and visualization

The DMI initiative will allow the agency to build up foundational technology capabilities within the Division of Information Technology. This includes increasing capacity, knowledge, and experience with Azure cloud technologies within the broader NYC cloud and cybersecurity infrastructure and all within the context of public health.

Job Duties:
• Lead and manage the full lifecycle of multiple, complex IT projects, including planning, execution, monitoring, and closing, utilizing Agile and/or Waterfall methodologies as appropriate.
• Define project scope, goals, deliverables, and resource requirements in collaboration with stakeholders and senior management.
• Develop comprehensive project plans, including timelines, budgets, risk assessments, and communication strategies.
• Coordinate internal resources and third parties/vendors for the flawless execution of projects.
• Monitor project progress, identify potential risks, and implement mitigation strategies proactively.
• Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
• Communicate project status, challenges, and successes effectively to all stakeholders, including senior leadership.
• Ensure project documentation is complete, current, and stored appropriately.
• Foster a collaborative and productive team environment, motivating project teams to achieve objectives.
• Conduct post-project evaluations to identify lessons learned and best practices for future projects.
• Present Topologies at the Architecture Review Board (ARB) Meetings for approval / feedback
• Work with the vendors and City IT office in completing Cloud Service Agreements (CSA) and other required IT/Program Agreements and documentation for the supported applications
• Collaborate with the IT Security teams for completing Software Security Assurance Process (SSAP) / Application Scans / Rapid7 Scans and any other HIPAA / Audit or other mandated scans and work with IT / Vendor teams in resolving the identified vulnerabilities.
• Oversight of user test plans, UAT assistance, and support for system deployments, upgrades, QA-UAT, and post-production.

Qualifications and Requirements:
• Bachelor's degree in computer science, Information Technology, Engineering or a related field.
• Minimum 4+ years IT Project Management experience, preference for 8+ years of progressive experience in IT project management, with a significant portion managing large-scale, complex projects.
• Proven experience with both Agile (Scrum, Kanban) and Waterfall methodologies.
• Strong understanding of various IT domains, including software development, infrastructure, cybersecurity, and cloud solutions.
• Proficiency with project management software (e.g., Jira, Microsoft Project, Azure DevOps).
• Exceptional leadership, communication, negotiation, and interpersonal skills.
• Demonstrated ability to manage multiple priorities, stakeholders, and competing demands.
• Strong analytical and problem-solving abilities, with a keen eye for detail.
• Experience with vendor management and contract negotiation.

Preferred Skills:
• Experience with JavaScript, HTML, Microsoft SQL,SQL Server C++, .Net, XML, ASP a plus.
• PMP, CSM, or equivalent certification is highly preferred.
