Senior Enterprise IT Change Specialist

GovCIO is currently hiring for a Sr. Enterprise IT Change Specialist to support our SOUTHCOM customer. This position will be located in Doral, FL and will be an onsite position.

Responsibilities

Gathers information concerning the capabilities of Company products; investigates the technical capabilities of Company products and competing equipment and/or solutions; stays abreast of developments in hardware and software. Day to day activities include, but are not limited to:

• The Change Specialist provides strategic leadership and expert guidance in the planning, assessment, authorization, and implementation oversight of complex enterprise-wide changes.
• They are responsible for driving the strategic direction and continuous improvement of the Change Management Program, ensuring adherence to ITIL-informed best practices and organizational standards, while strategically minimizing risk and disruption to critical IT services.
• They provide leadership to the Change Advisory Board (CAB), overseeing high-risk change initiatives, and providing strategic mentorship to junior team members.
• They develop and refine strategic change policies, procedures, and tools, fostering a culture of controlled and efficient change.
• They conduct comprehensive risk assessments, develop high-level implementation and rollback strategies, and perform thorough Post-Implementation Reviews using data-driven insights to optimize change processes.
• They serve as a key strategic liaison between Technical Teams, business stakeholders, and executive leadership, ensuring clear communication and alignment throughout the change lifecycle.
• They champion the strategic integration of change management with other ITSM processes, driving a holistic and proactive approach to service delivery, and ensuring compliance with all applicable regulations.
• They demonstrate a track record of successfully managing complex enterprise-level changes, with a deep understanding of ITIL 4 principles and advanced change management practices.
• They are adept at leading and facilitating Change Advisory Board (CAB) meetings, managing high-risk changes, and influencing cross-functional teams.
• They possess a strong understanding of change management automation, integrating change processes with DevOps, Agile-informed methodologies, and cloud infrastructure.
• They demonstrate exceptional communication, leadership, and problem-solving skills, with the ability to influence and collaborate across diverse teams and communicate strategic change initiatives effectively.
• They are proficient in using enterprise-level change management tools and platforms, Risk Management Frameworks, and advanced analytics for performance monitoring.
• The Change Specialist provides direction and mentorship to subordinate staff.

Qualifications

High School with 10+ years (or commensurate experience)

• Clearance Required: Secret

• 13 years of total IT experience primarily in change management
• Five years of progressive experience in IT service management, with a significant focus on change management. Proven track record of successfully managing complex enterprise-level changes.
• Strong understanding of ITIL 4 principles and advanced change management practices. Extensive experience with enterprise-level change management tools and platforms.
• Demonstrated experience in leading and facilitating Change Advisory Board (CAB) meetings and managing high-risk changes. Exceptional communication, leadership, and problem-solving skills, with the ability to influence and collaborate across diverse teams.

Preferred Skills and Experience:

• Master's degree in Information Technology, Cybersecurity, or a related field. ITIL 4 Managing Professional or Strategic Leader certifications. Experience in automating change management processes and integrating change management with DevOps or agile-informed methodologies. Project management experience, particularly with methodologies like PMP. Familiarity with cloud infrastructure, cybersecurity principles, and advanced analytics for change performance monitoring. Experience with Risk Management Frameworks and tools. Experience in training and mentoring junior change management staff.
• Experience at a DoD Combatant Command (e.g., SOUTHCOM, NORTHCOM, CENTCOM, CYBERCOM, INDOPACOM, EUCOM, AFRICOM, STRATCOM, TRANSCOM, SOCOM, SPACECOM) or a component is desired.
