Supervisory Chemist

Duties

• Manages and supervises the administrative and technical activities of the Drug Chemistry Division, providing day to day planning, management, coordination, and direction for a staff of expert forensic drug chemists.
• Reviews and evaluates operation of the division and develops and implements policies and procedures to accommodate workload demands and changes in analytical methods, allocated personnel, equipment, and supplies.
• Conducts casework, administrative and technical reviews of completed work and ensures that the work has met assignment objectives.
• Develops, implements, and manages quality assurance mechanisms including technical procedures, quality measures.
• Evaluate employee performance based on objectives, standards, and policies.
• Set priorities, prepare work schedules, and assign cases to subordinate employees.
• Actively identify and eliminate workflow bottlenecks to ensure the timely processing and reporting of forensic drug evidence.
• Serves as a division resource manager overseeing asset accountability to include facilities, instrumentation, equipment, supplies, funds, and personnel.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is a drug testing designated position. Must be able to pass a pre-employment urinalysis exam prior to employment, and periodically during employment.
• Must sign a DA Form 5019-R, condition of employment for certain positions identified and critical under the Drug Abuse Testing Program.
• Must file a statement of employment and financial interests as required by the Joint Ethics Regulations, DoD 5500.7-R.
• Must participate in DNA profiling database within the USACIL.
• May be required to travel up to 25% of the time.
• Must successfully complete a one-year probationary period of Federal employment in accordance with 5 CFR Part 315, if the requirement has not already been met from a previous position.
• Must sign and submit a Lautenberg Amendment Statement certifying that you have never been convicted of a misdemeanor crime of domestic violence.
• Pre-employment and annual physical is required for this position.

Minimum Education Requirement:

GS-1320:Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

Combination of education and experience: course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education

Specialized Experience is defined as:
One year of professional-level scientific experience in chemistry, or physical sciences as applied to forensic examinations, crime scene operations, quality management, or forensic research, which includes directing, coordinating, and overseeing the Drug Chemistry Division consisting of a team of forensic chemists; serving as a scientific authority or technical advisor to executive leadership on highly complex scientific programs, national-level policies, and multi-million dollar resource allocations; and representing an organization as a primary liaison to external agencies, federal/state partners, or international entities, including translating complex scientific and technical concepts for legal, investigative, military, and non-scientific stakeholders.
