Synertex LLC is seeking an experienced Budget Analyst to support Headquarters Pacific Air Forces (HQ PACAF) with budget formulation, execution, forecasting, and financial management for PACAF, Joint Staff, and Combatant Command exercises throughout the U.S. Indo-Pacific Command (USINDOPACOM) Area of Operations.

The Budget Analyst will manage exercise funding, develop financial forecasts, monitor execution against established budgets, identify funding shortfalls, and provide financial analysis and recommendations supporting exercise planning and senior leadership decision-making.

RESPONSIBILITIES:




  • Develop, maintain, and update comprehensive Budget and Man-Day Trackers for supported exercises.




  • Perform budget formulation and execution for PACAF, Joint Staff, and Combatant Command exercises and related operations.




  • Develop Current Year + 3 Years (CY+3) financial forecasts and analyze historical spending trends to project future funding requirements.




  • Monitor exercise expenses against established BOGEYs and identify potential funding shortfalls.




  • Prepare Unfunded Requirements (UFRs) and recommendations for reprogramming or other funding actions.




  • Monitor obligations, expenditures, reimbursable orders, allotments, and open financial documents to ensure accurate budget execution.




  • Conduct financial analysis, variance reporting, burn-rate tracking, and cost forecasting.




  • Prepare funding documents, including MIPRs, funding authorizations, and Fund Cite Authorization Letters, and monitor actions through completion.




  • Review and manage exercise Open Document Listings (ODLs).




  • Prepare financial briefings, decision papers, and recommendations for senior leadership.




  • Support financial planning during exercise planning conferences, in-progress reviews, and related events.




  • Provide budget and financial guidance to resource advisors, exercise planners, and leadership.




  • Coordinate with PACAF, DoD, Joint/Service organizations, Combatant Commands, and other government stakeholders.




  • Travel up to 25% in support of exercise planning conferences and related activities.





REQUIRED QUALIFICATIONS:




  • Active TS/SCI Clearance is required.




  • Bachelor's degree OR a minimum of 24 semester hours of combined accounting and finance coursework with two years of directly related experience, consistent with contract requirements.




  • 5+ years of recent DoD experience in program analysis, budgeting, financial management, or a closely related field.




  • Demonstrated experience building and maintaining complex Budget and/or Man-Day Trackers.




  • Demonstrated experience managing expenses against established budgets/BOGEYs.




  • Demonstrated experience identifying funding shortfalls and preparing Unfunded Requirements (UFRs).




  • Advanced proficiency in Microsoft Excel.




  • Strong financial analysis, organizational, and problem-solving skills.




  • Ability to communicate effectively with military leadership, government personnel, and other stakeholders.




  • Ability to manage multiple financial requirements and meet established deadlines.




  • Ability to travel up to 25% as required.





PREFERRED QUALIFICATIONS:




  • Master's degree in Business, Finance, Accounting, or a related field.




  • Previous experience supporting PACAF, USINDOPACOM, MAJCOM, Combatant Command, or DoD exercises.




  • Experience with military exercise funding and resource management.




  • Experience with DEAMS.




  • Experience with FMSuite / ODL / DAR-Q / MISC Review / UOA.




  • Experience with CRIS, DTS, or G-Invoicing (G-INV).




  • Experience preparing MIPRs, Fund Cite Authorization Letters, POM inputs, and other military funding documentation.




  • Experience supporting senior-leader financial briefings and decision papers.




  • Experience with DoD, Air Force, Joint Staff, or Combatant Command financial-management policies and procedures.
