FINANCIAL MANAGEMENT ANALYST

Duties

• You will be in the Financial Management Branch providing support to the Business Operations Division Head.
• You will serve as a financial analyst and Government Purchase Card Holder for Commander Navy Regional Maintenance Centers (CNRMC).
• You will provide financial/analytical studies and management reviews on budgetary, financial, and requirement issues supporting CNRMC and the RMCs.
• You will recommend financial/budget execution improvements by analysis of financial data collected from various Automated Information Systems.
• You will collect/evaluate standardized processes to drive process improvement.
• You will perform or advise on work in any of the phases or systems of budget administration.
• You will formulate budget and cost estimates to support plans, programs and activities, to include presenting and defending budget estimates, reviewing and evaluating budget requests, control, and reporting of obligations and expenditures.
• You will develop, determine, and interpret budgetary policies and practices.
• You will analyze and recommend costs and benefits of alternative methods of financial management of organization programs and administrative operations; implementing legal and regulatory controls over approved budgets.
• You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
• You will perform a variety of other fiscal, accounting, financial management, and RMC workload requirement duties and responsibilities may also be performed by incumbents of this position.

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 equivalent) in the federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying intensive knowledge of financial administration principles to provide oversight of an organization's financial or budgetary actions.

This announcement uses the DHA for Acq Demo Business & Technical Mgmt direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 through GS-13.

Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-13, step 05 which is currently equivalent to $122,422. If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
