Special Access Programs Fleet Support SME (TS/SCI) | Springfield (BMAH-DU8PUE)

CSCI is seeking a driven, detail‑oriented Functional Analyst (Subject Matter Expert – Level 3) to support the Department of the Navy’s Special Access Programs (SAP) Fleet Implementation Branch (OPNAV N9SP). This onsite role is ideal for professionals with strong Fleet operational understanding, experience managing SAP documentation, and an ability to support senior leadership in fast‑paced environments.
The candidate must have a current TS/SCI Clearance. This position is on-site, Monday-Friday in Springfield, VA.

Compensation
Compensation at CSCI is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. While monetary compensation is important, it’s just one component of CSCI’s total compensation package.
Salary Range
$120,000 – $145,000 /Yr.

Responsibilities
- Support the Fleet Implementation Branch in the execution and management of SAP initiatives.
- Serve as Branch Knowledge Management Officer (KMO) and maintain SAP documentation standards.
- Coordinate SAP Fleet implementation documents throughout their lifecycle.
- Liaise with Navy and Marine Corps stakeholders to resolve capability and deployment issues.
- Maintain templates and ensure SAP documentation reflects policy and program updates.
- Manage the Fleet GEMS portal and annual document postings.
- Plan and support CHALK TALK Fleet SAP forums, including minutes and action‑item tracking.
- Coordinate with FIFTH and SIXTH Fleet counterparts on requirements and operational needs.
- Track the status of Fleet documents from issuance through updates and termination.
- Provide continuity support and training for new personnel.
- Research and prepare policy‑aligned documentation for leadership review.
- Complete special projects assigned by the branch head.
Qualifications
Required Qualifications:
- U.S. Citizenship and active TS clearance with SCI eligibility (SSBI within last 5 years).
- Bachelor’s degree (i.e., Engineering, Business Administration, Economics, or equivalent) or equivalent relevant experience.
- 5+ years of DoD‑related experience with demonstrated familiarity in high‑visibility, multi‑stakeholder environments.
- Experience supporting SAP or other highly sensitive classified programs within DoD or Military Departments.
- Exceptional communication, analytical, and organizational skills; ability to manage workflows, coordinate actions, and drive process improvements.
- Proficiency in Microsoft Office and collaborative platforms such as SharePoint, Teams, and task management systems.
Preferred Qualifications:
- 2+ years of direct SAP experience within the DoN or DoD enterprise.
- Familiarity with multi‑stakeholder environments and high‑visibility DoD roles.
