Description

The Senior Oracle / SQL / Data Integration Developer will serve as the team's database, financial-data, and systems-integration technical lead. This individual will support the Oracle-based data environment underlying NIMS/CMIS and the interfaces connecting NIMS with FAA financial systems, including PRISM and Delphi.

This is a hands-on position requiring expertise in enterprise Oracle databases, advanced SQL development, data integration, data validation, reporting, troubleshooting, backup/recovery, and production database support.

NIMS performs critical financial-management functions involving obligations/de-obligations, invoice/payment processing and financial reporting. The system receives financial information from FAA's PRISM and Delphi systems and makes that information available to NIMS/TSSC financial personnel. 

The developer will maintain these interfaces, investigate data discrepancies, support data refreshes, develop and maintain reporting functionality, and participate in designing the future data architecture supporting NISC V.

Key Responsibilities

• Develop, maintain, troubleshoot, and optimize Oracle databases supporting NIMS/CMIS. 
• Develop and maintain complex SQL queries, stored procedures, scripts, and data-processing routines. 
• Support Oracle Database 19c Enterprise Edition. 
• Use and support SQL*Plus, Toad, Oracle Enterprise Manager (OEM), RMAN, and Oracle Data Pump. 
• Perform database administration and production database support. 
• Monitor database performance and troubleshoot performance issues. 
• Perform backup, recovery, archiving, data refresh, and restoration activities. 
• Maintain interfaces between NIMS and FAA PRISM and Delphi financial systems. 
• Execute and monitor recurring financial-data refreshes. 
• Analyze incoming PRISM/Delphi information and identify and correct data errors. 
• Troubleshoot interface failures and data-quality problems. 
• Coordinate and test interface modifications resulting from PRISM or Delphi upgrades. 
• Support KFDB database refreshes and reporting. 
• Develop and modify operational and financial reports. 
• Support invoice and payment-processing issue resolution. 
• Support database security, access controls, patching, vulnerability remediation, and cybersecurity scans. 
• Develop and maintain database documentation, data dictionaries, interface specifications, and operating procedures. 
• Participate in Transition-In knowledge transfer and validation of databases, integrations, jobs, scripts, and operational procedures. 
• Support data architecture, migration, integration, and reporting requirements for NISC V. 

FAA specifically identifies Oracle 19c, SQL*Plus, Toad, OEM, RMAN and Data Pump in the current environment.  The SOW also requires recurring PRISM/Delphi data refreshes, error correction, KFDB support and testing of financial interfaces. 

Requirements

Required Qualifications

• Bachelor's degree in Computer Science, Information Systems, Data Engineering, Software Engineering, or related discipline, or equivalent relevant professional experience. 
• 7+ years of Oracle database development, database administration, data engineering, or enterprise integration experience. 
• Advanced SQL development skills. 
• Strong Oracle Database experience. 
• Experience with Oracle Database 19c or comparable enterprise Oracle environments. 
• Experience with Oracle backup, recovery, maintenance, and performance tuning. 
• Experience with SQL*Plus and database-management tools such as Toad. 
• Experience with Oracle Enterprise Manager. 
• Experience with RMAN and Oracle Data Pump. 
• Experience developing and maintaining enterprise data integrations/interfaces. 
• Experience diagnosing data discrepancies and interface failures. 
• Experience with ETL/data-processing concepts. 
• Experience supporting production databases and business-critical applications. 
• Strong analytical and troubleshooting capabilities. 

Preferred Qualifications

• Experience integrating financial, ERP, procurement, invoicing, or contract-management systems. 
• PRISM and/or Delphi experience. 
• Federal financial-management systems experience. 
• AWS database/cloud experience. 
• Experience supporting ATO/cybersecurity requirements. 
• Experience developing financial and operational reporting. 
• Oracle certification.
