Project Manager

Our Project/Program Manager II will provide technical leadership and day-to-day management for individual or multiple task orders supporting a mission-critical U.S. Navy software modernization program. This position is responsible for directing project operations, coordinating multidisciplinary technical teams, and ensuring successful execution of software development, maintenance, installation, testing, and modernization activities. As the primary technical interface with the Program Manager, the Project/Program Manager II ensures project activities remain aligned with program objectives, customer priorities, schedules, technical requirements, and Agile delivery practices.

Salary Range: $140 - $170K annually, depending on experience. This position is contingent on contract award.

Key Responsibilities:

• Serve as the technical manager for individual or multiple task orders supporting a U.S. Navy software modernization program.
• Supervise day-to-day project operations and coordinate technical activities to ensure successful execution of assigned task orders.
• Organize, lead, and direct multidisciplinary teams of contractor personnel supporting software development, systems engineering, cybersecurity, infrastructure, maintenance, logistics, and related technical activities.
• Serve as the primary interface and point of contact with the Program Manager for technical, operational, schedule, staffing, and project execution matters.
• Lead project execution in accordance with Agile methodologies and principles, ensuring Agile practices are consistently applied across planning, prioritization, execution, team collaboration, performance monitoring, stakeholder engagement, and delivery.
• Maintain current knowledge of technologies applicable to contract requirements and ensure technical approaches support evolving mission and customer needs.
• Direct and coordinate software design and development, production, installation, maintenance, and test and evaluation activities.
• Develop and manage project schedules, work assignments, staffing requirements, technical priorities, risks, and performance metrics.
• Monitor project performance, identify technical and operational risks, and implement mitigation strategies to maintain successful execution.
• Supervise project personnel and technical teams, establish work priorities, assign responsibilities, and monitor performance against project requirements.
• Coordinate resources, equipment, materials, and other project requirements necessary to support technical execution and delivery.
• Support the development of technical proposals, task order responses, bids, estimates, and other acquisition-related documentation.
• Coordinate the ordering, movement, and transportation of equipment and materials required to support project activities.
• Maintain effective communication with the Program Manager, Government stakeholders, subcontractors, technical teams, and internal leadership.
• Prepare project status reports, technical updates, schedules, risk assessments, and other documentation required for program and customer review.
• Ensure project activities comply with contractual requirements, Federal Acquisition Regulation (FAR), DoD procurement policies and procedures, organizational policies, and applicable DoD standards.
• Promote continuous process improvement and effective application of Agile practices across project teams.

This is a full-time, exempt, salaried position located primarily on-site in Chesapeake, VA, with occasional travel to San Diego, CA; New Orleans, LA; and Charleston, SC.

Qualifications:

• Bachelor's degree in a technical or managerial discipline required.
• Minimum of10 years of direct work experience supporting C4ISR or similar programs or projects.
• Minimum of eight years of direct work experience involving software maintenance activities, including design and development, production, installation, and test and evaluation.
• Demonstrated experience supervising project personnel and/or multidisciplinary technical teams, scheduling work, and coordinating day-to-day project operations.
• Experience writing proposals and/or preparing bids in support of federal or DoD programs.
• Experience coordinating the ordering and/or transportation of equipment and materials in support of project requirements.
• Working knowledge of the Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
• Minimum of four years of experience managing Navy projects using Agile methodologies, including experience supporting DoD C4ISR, maintenance, logistics, or business systems. Other relevant industry experience supporting complex solutions may be considered subject to Government approval.
• Demonstrated experience applying Agile methodologies and principles to project execution, including iterative planning, prioritization, team coordination, stakeholder engagement, performance monitoring, and delivery.
• Current knowledge and demonstrated understanding of technologies applicable to complex DoD software and systems environments.
• Strong written and verbal communication skills appropriate for interaction with Government customers, program leadership, technical teams, and other stakeholders.
• Must be a U.S. Citizen due to federal contract requirements.
• ActiveU.S. Government Secret security clearance required.
