Project Manager – Navy Submarine Programs
**Location:** Remote / Ad Hoc Remote Delivery Permitted
**Clearance:** Active Secret Clearance Required
**Functional Area:** PMS 435
**Employment Type:** Full-Time | 1 FTE
**Travel:** Minimal – approximately 1–3 times per year
**Travel Locations:** Washington, DC; Manassas, VA; Newport, RI
Position Overview
Advantech GS Enterprises, Inc. is seeking a Project Manager to support major Navy submarine programs and technology initiatives within PMS 435. The ideal candidate will be a proactive, self-directed program management professional with demonstrated experience supporting Navy programs, engineering initiatives, and complex technical efforts.
The Project Manager will support the planning, organization, execution, and overall success of major programs and systems development efforts, with responsibility for short- and long-range planning, technical approaches, program resources, schedules, budgets, costs, and risk management.
This is an opportunity for an experienced Navy program management professional to work closely with government and technical stakeholders while supporting initiatives of significant importance to the Navy's submarine mission.
Key Responsibilities
* Provide program and project management support for major Navy submarine initiatives and technology programs.
* Support the development, organization, and execution of short- and long-range program plans.
* Develop and guide technical approaches in coordination with engineering and program stakeholders.
* Establish, monitor, and control technical milestones, schedules, budgets, and program costs.
* Analyze and process engineering program documentation and provide recommendations to support program execution.
* Develop, assess, and maintain program spend plans.
* Identify program risks, develop risk assessments, and support mitigation strategies.
* Develop, document, and implement new processes to improve program execution and operational effectiveness.
* Coordinate with government, engineering, technical, and program stakeholders to identify and secure necessary resources.
* Support program planning, resource coordination, and execution across multiple stakeholders.
* Track program progress and identify potential schedule, cost, technical, and resource issues.
* Provide clear communication and status updates to program leadership and stakeholders.
* Work independently while collaborating effectively within a multidisciplinary team environment.
* Support client requirements and participate in occasional travel to Washington, DC; Manassas, VA; and Newport, RI.
## Required Qualifications
* 5+ years of experience in Navy Program Management.
* 2+ years of experience providing Navy Engineering Support.
* Experience analyzing and processing engineering and program documentation.
* Experience developing, assessing, and updating program spend plans.
* Experience developing, documenting, and implementing new processes.
* Experience analyzing program risks and developing risk assessments.
* Strong organizational, analytical, communication, and problem-solving skills.
* Ability to work proactively and independently while contributing effectively to a team.
* Active Secret Clearance required.
* Experience or familiarity with the **BYG-1 submarine combat system**.
* Ability to support core business hours aligned with the **Eastern Time Zone**.
* Ability to travel approximately 1–3 times per year as required.
Preferred Qualifications
The following experience is highly desirable but **not required**:
* Experience supporting **NAVSEA and/or Team Submarine** programs.
* Experience working with Navy Waterfront organizations, including shipyards, installation teams, and regional maintenance facilities.
* Familiarity with installation and technology insertion hardware processes and practices.
* Experience working with Jira and familiarity with Agile methodologies.
* Experience or familiarity with the Submarine Warfare Federated Tactical System (SWFTS)
* Additional experience supporting Navy submarine combat systems or related technical programs.
## Work Environment
**Remote delivery is permitted on an ad hoc basis**, with the expectation that the selected candidate can provide daily support during core business hours aligned with the **Eastern Time Zone**. Minimal travel may be required, approximately 1–3 times per year, to support the client in Washington, DC; Manassas, VA; or Newport, RI.
