In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience of technical and general engineering concepts, principles, work techniques, and practices and familiarity with engineering disciplines (Mechanical, Electrical, Structural, Utilities, and Pavement/Grounds). Skills in applying a variety of engineering processes, concepts, regulations, policies, precedents, and techniques to resolve complex interrelated problems including work measurement, methods improvement, times standards, layout designs, and cost analysis. Experience of a wide range of analytical and diagnostic methods, procedures, and principles to identify and evaluate system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Technical knowledge of general engineering concepts, principles, and practices and familiarity with engineering disciplines (Mechanical, Electrical, Structural, Utilities, and Pavement/Grounds).
2. Knowledge of construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
3. Knowledge of a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved.
4. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, time standards, layout designs, and cost analysis. Knowledge of standard contracting regulations, practices, and procedures. Knowledge of current automation technology and practices essential for the accomplishment of projects.
5. Ability to plan, conduct, and record site/facility surveys and inspections. Ability to plan and organize work and coordinate with other engineering disciplines and architects. Ability to communicate effectively both orally and in writing and maintain good working relations. Ability to lead a subordinate workforce.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Serves as Team Lead. Communicates and integrates the organization's strategic plan, mission, vision, and values into the Construction Managers team's strategies, goals, objectives, work plans, and work products and services.
- Designs and develops layouts, drafting, statements of work, specification, and cost estimates; assembles proposal packages for new military projects for construction, alterations, maintenance, and/or repairs to various base facilities.
- Technical representative for contracting officer. Interprets and clarifies plans, specifications, and other proposal documents.
- Plans and directs the installation of complex systems and associated facilities and provides construction management and control over assigned construction contracts.
- Performs inspection and surveillance of difficult and complex construction projects. Ensures contractor compliance with approved plans and specification for various construction contracts.

- Professional contacts through memberships in professional organizations and personal contacts with pertinent authorities are desirable.
- Must possess complete motor skills and manual dexterity to perform inspections in crawl spaces, tunnels, culverts, roofs etc. in accordance with AFOSHA standards.
