Overview
Job Title: Administrative Manager I
Location: San Diego, CA
Position Summary
Coordinates and supports the administrative services that allow the NILE PMO to operate efficiently - including reception/secretarial support, conference planning and travel, information and data processing, records management, telecommunications, security, supply, and property management - and implements procedures to improve productivity and customer service. Responsible for coordinating the physical workplace with the people and work of the organization.
Key Responsibilities:
• Manage and oversee administrative and operational functions for the NILE PMO, independently establishing priorities, coordinating organizational requirements, evaluating administrative needs, and determining appropriate courses of action to support effective program operations.
• Exercise discretion and independent judgment in providing administrative management support to Government leadership, including assessing requirements; determining appropriate methods and approaches; and developing, reviewing, and coordinating briefings, reports, correspondence, presentations, and other official program documentation.
• Plan and manage domestic and international meetings, conferences, travel, and program events, independently coordinating complex logistical and administrative requirements with Government officials, international stakeholders, contractors, vendors, facilities, and service providers and resolving issues as they arise.
• Manage program information, records, actions, and administrative requirements, establishing methods for tracking significant actions, deliverables, decisions, and follow-up activities; evaluating priorities and status; and ensuring leadership has accurate and timely information to support program decisions.
• Serve as a principal administrative liaison among Government leadership, international stakeholders, contractors, vendors, and program personnel, evaluating administrative and operational issues, coordinating competing requirements, recommending solutions, and exercising judgment to resolve matters within assigned areas of responsibility.
• Oversee financial, procurement, and resource management activities supporting program operations, including budget and expenditure monitoring, invoice review, procurement coordination, facilities, equipment, supplies, telecommunications, security, and personal property; identify issues and recommend or implement appropriate corrective actions within established authority.
• Analyze administrative and operational processes and independently develop and implement procedures and improvements that strengthen organizational efficiency, productivity, internal controls, information management, and customer service while adapting to changing program requirements and priorities.
• Oversee administrative content and information management for NILE PMO websites, portals, and collaborative tools, including Link 22 public-facing resources and Defense Share, exercising judgment in organizing, reviewing, coordinating, and maintaining information to ensure accuracy, currency, and accessibility.
Requirements
Minimum Qualifications:
• Bachelor's-level degree in Accounting, Finance, Economics, or Business Administration
• 3 years of experience
• US Citizen with Active US SECRET clearance with eligibility for NATO Secret access
Required Skills:High-caliber oral, written, and briefing skills; strong organizational and time-management skills; excellent record management for formal minutes/action/decision items; sound understanding of financial planning, budgeting, and forecasting on international programs; ability to negotiate with international meeting venues; proficiency in Microsoft Office (Word, Excel, PowerPoint, Project, Teams).
