Logistics Management Specialist

Duties

• Applying Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) to plan, evaluate, or oversee aviation maintenance, contractor logistics support (CLS), Performance Bases Logistics (PBL) and repair services.
• Executing foreign military sales cases through the Security Cooperation Enterprise including managing LOA requirements, delivery reporting, financial disbursements, and case reconciliation.
• Applying Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) to control technical data releases, manage defense export authorizations, and enforce transfer provisions during maintenance execution of contracts.
• Manage contract workflows (evaluation, contract modification, delivery orders) of Foreign Military Sales (FMS) timelines, ensuring funding alignment, compliance with country-unique requirements, and timely delivery of mission-capable aircraft assets.
• Orchestrating and conducting Program Management Reviews (PMRs), Financial Management Reviews (FMRs), and technical interchange meetings with foreign military customers, contracting officers, and defense contractors.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position has a requirement to lift up to 10 lbs. in the regular performance of duties.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time, within and outside the United States, (CONUS and OCONUS).
• This is a Defense Acquisition Workforce (AWF) position that require Acquisition certification, Life Cycle Logistics, Advanced, within 4 years of job entry.
• Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience: 1) managing logistics programs for assigned customers, 2) providing data for procurement planning, 3) liaison with logistics organizations on program management, AND 4) troubleshoot program changes to fulfill program requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
