CLASSIFICATION: Subcontract Administrator

GRADE: Exempt; Regular Full-time

LOCATION: Bldg. 955 Business Office, Eglin AFB, FL

ESSENTIAL FUNCTIONS: The Subcontract Administrator researches and identifies subcontractor sources based on the company's needs. Solicits bids and proposals. Evaluates and awards subcontracts. Negotiates with subcontractors. Monitors subcontractor proposals and progress. Ensure compliance with government and internal regulations and policies. Oversees subcontractor invoices and payments. Handles subcontractor modifications and resolves disputes. Performs work under general supervision. Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Possesses solid working knowledge of subject matter. May provide coaching, and/or mentoring to junior staff.

GENERAL DUTIES:
  • Head and administer complex purchase orders.
  • Oversee and collaborate with other management in the preparation of proposals, proposal pre-work, and post award execution. Negotiates proposals, purchase order modifications, and agreements; and solicits, evaluates, and awards POs that meet specifications, quality, budget, and schedule.
  • Participate in establishing the initial expectations to be required from vendors; develop price reasonableness and addresses request for proposal (RFP) requirements and approved price analysis strategies, following government regulations, company policies, and cost estimating system requirements.
  • Monitor and facilitate compliance of purchase orders and vendor performance with company and program objectives and requirements and make needed corrections or adjustments.
  • Manage vendor cost, scheduling, and technical performance of orders.
  • Notify appropriate management of potential non-compliance and other problems that could have an adverse impact to the company.
  • Review PO modifications and proposals for completeness, compliance, and accuracy.
  • Ensure vendors are paid in accordance with invoicing procedures, participate in dispute and issue or concern resolution, and ensure compliance with internal and government audits.
  • Advise the company regarding legal requirements, customer contract requirements, and government regulations. Demonstrated experience with the Federal Acquisition Regulations (FAR) and (DFARS).
  • Demonstrate supplier management skills.
  • Proficient in Microsoft Office Suite; Costpoint experience is desirable.
  • Excellent organizational and communication skills are required (verbal and written).
  • Must be able to use independent judgment to make decisions.
  • Must be a self-starter that can multi-task.
  • Requires a high level of professionalism and work ethics.
  • CAC holder would be beneficial


Job Requirements

EDUCATION/EXPERIENCE REQUIREMENTS: Associate or Bachelor's Degree in a business-related field is preferred. A minimum of ten years in federal government contracting or procurement.

OTHER REQUIREMENTS: This position requires the ability to obtain and maintain a Security Clearance. Supports E-OMS operational objectives. All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement.

WORK ENVIRONMENT: Work activities are normally performed in an environmentally controlled area in an office setting on Eglin AFB, FL.

PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as preparing and analyzing data and figures; viewing a computer terminal; and requires very little lifting or moving of heavy objects or materials and require very little lifting or moving of heavy objects or materials. May require sitting for long periods.
