Job Description

Duties

  • Performs a wide range of administrative and analytical duties in the formulation, presentation, monitoring and execution of the command's program and budget systems and processes.
  • Prepares studies and other staff actions to provide basis for command decisions as to the most effective methods of resourcing requirements, operations and programs.
  • Reviews reimbursement activities to ensure integrity of selling, gaining or performing activities or appropriations.
  • Helps develop strategic policies affecting the future of JTF operations at the current location that will serve as the basis for development of programming and budgeting processes.

  • Travel requirement for this position is 20%. Travel to HQDA and other commands may occur several times a year. Travel to various offices throughout ARSOUTH and USSOUTHCOM HQ as well as HQDA required for briefings, meetings, and conferences.
  • Position requires a pre-employment physical and related immunizations, as a condition of employment.
  • This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81. Must obtain within 2 years of employment.
  • This position is considered Emergency Essential in support of U.S. Army South Operational Command Post Deployments during contingency operations, humanitarian assistance operations and disaster relief operations.
  • This position is inclement weather essential. Incumbent is required to report to and/or remain at work during severe and inclement weather.
  • One-year probationary period may be required if not already completed in accordance with 5 CFR criteria.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Analyzing financial policies, budgets, and resource requirements to support command decisions; 2) Assisting with the development of long-range funding plans; 3) Monitoring budget execution in order to resolve funding issues; and 3) Leading other budget analysts and technicians within the branch. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
