SUPERVISORY MANAGEMENT & PROGRAM ANALYST

Duties

• You will provide life-cycle logistics/sustainment strategies to maintain operational availability and material readiness for in-service Virginia Class, Seawolf Class, Los Angeles Class submarines Hull, Mechanical, and Electrical (HM and E) systems.
• You will coordinate Naval Supply Systems Command (NAVSUP), Defense Logistics Agency (DLA), and industrial partners to optimize spares provisioning, support equipment availability, and depot/operational maintenance for fast attack submarine platforms.
• You will collaborate across internal and external stakeholders (e.g., Strategic Systems Programs (SSP), Naval Reactors, Type Commanders, and Planning Yards) to analyze and resolve complex logistics, engineering, and material failure challenges.
• You will develop and defend logistics and product support inputs to the Program Objective Memorandum (POM) and Planning, Programming, Budgeting, and Execution (PPBE) processes to secure necessary sustainment resourcing for current and future assets.
• You will lead and manage tasking under the Planning Yard contract, establishing and funding Technical Instructions, monitoring vendor performance, and ensuring contract deliverables align with fleet sustainment schedules.
• You will provide supervisory management for a team of civilian and contractor personnel.
• You will oversee day-to-day division operations, performance management, professional development, and workload prioritization in support of fast attack submarine readiness.
• Represent PMS 392 at high-level Fleet, NAVSEA, and industrial base forums.

• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector leading or managing a team to analyze, study, or identify complex problems and provide resolution of identified issues for a submarine construction, maintenance/modernization, or logistics programs.

This position is covered under the Acquisition Demonstration Project (AcqDemo) pay system. The NH-04 broadband is equivalent to the GS-14 and GS-15 grade levels.
