Job Description

Duties

  • You will serve as a Division Director.
  • You will oversee procurements which support mission requirements for Navy, Marine Corps, and other Supported Commanders throughout the Command's area of responsibility.
  • You will be responsible for the leadership and management of subordinate personnel within the Division with oversight responsibilities to ensure satisfactory work products within the Division.
  • You will perform both pre-award and post award contracting functions relating to the planning, development, advertisement, award, and administration of contracts.
  • You will be responsible for contracts covering a range of services and products related to design, construction, utilities, maintenance, facility support services, research and development, energy, and information technology.
  • You will oversee and leads efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs.
  • You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.
  • You will promote standardization when desirable and promote instructions/processes implementing approved procurement policies.
  • You will serve as Source Selection Authority (SSA) or Source Selection Advisory Council (SSAC) Chairperson or member when procedures utilizing multiple boards are required.
  • You will assist in resolving inquiries from the Small Business Administration (SBA), Department of Labor (DOL), Office of the Secretary of the Navy or customer equivalent, industry associations, individual contractors, and/or Members of Congress.
  • You will manage day-to-day priorities for the timely and efficient operation of their division.
  • You will be responsible for the total administrative and technical supervision of the division personnel, comprised of first line supervisors, procuring contracting officers, journey level contract specialists, and Department of the Navy interns.
  • You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employee.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Performing both pre-award and post-award contracting functions relating to the planning, development, advertisement, award, and administration of contracts for design, construction, alteration, maintenance, and facility support services, AND Contracting policies and practices, performance requirements, and negotiation techniques to serve as lead negotiator in the acquisition of design services, systems, and construction, AND Directing, coordinating, and overseeing the work of others, that may include subordinate supervisors and non-supervisory personnel.

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Transcripts are required to be provided at the time of application in order to verify that the basic education requirement has been met.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
