Supervisory Quality Assurance Specialist

Duties

Incumbent typical work assignments may include the following:

• Leads, coordinates, and manages the agency-wide Quality Assurance Program (QAP) across three laboratory facilities.
• Directly supervises and manages a team of Quality Assurance Specialists, assigning and prioritizing work, providing technical guidance, evaluating performance, and ensuring effective resolution of technical and personnel issues.
• Manages contracts and procurement for external accrediting body fees, annual surveillance audits, and specialized equipment/anatomical reference standards (COR).

• The incumbent must pass the Defense Acquisition University Contracting Officer's Technical Representative with a Mission Focus Course within 90 days of employment.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements
Education: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:

• Reviewing production activities and capabilities in light of contract quality requirements.
• Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality /inspection systems, including sampling plans.
• Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality /inspection system.
• Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
• Identifying inadequacies and requesting corrective action.
• Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
• Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
• Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
• Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience for this position includes:
(1) Expert knowledge of the standards and best/good practices for forensic identification (e.g. NIST OSAC, Personal Identification).
(2) Thorough knowledge of the ISO 17025 and related International Standards and Requirements and pertinent supplemental materials for accreditation.
(3) Experience and knowledge of the principles and practices of quality assurance in scientific laboratories.
(4) Experience and knowledge of pertinent areas with forensic science particularly forensic anthropology in relation to identification.
(5) Experience and knowledge of project management for the planning, development, execution and final assessment of solutions to especially broad and important management problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
