About the role
Consensus Solutions, LLC is seeking a Senior Research Analyst / Deputy Project Lead to support a Department of Defense training and education needs-assessment effort.
This is a full-time temporary position supporting a project currently scheduled through March 2027. The position is primarily remote, with occasional travel and on-site support at Government locations as required. Travel may include domestic or international locations. Continuation beyond the current project may be possible based on future company needs, but is not guaranteed.
Primary responsibilities
• Conduct and integrate qualitative and quantitative research supporting a military training and education needs assessment.
• Review and synthesize policy, doctrine, plans, mission requirements, organizational documents, and training materials.
• Plan and conduct stakeholder interviews, data calls, and working sessions; document findings and outstanding questions.
• Maintain traceability between source material, requirements, analytical findings, identified gaps, and recommendations.
• Develop and integrate customer, requirement, course, and training-outcome inventories and crosswalks with the assessment team.
• Analyze training oversight and execution authorities, roles, and responsibilities and develop supported recommendations for improvement.
• Integrate specialist and analyst inputs, reconcile inconsistencies, and identify issues requiring additional validation.
• Draft and coordinate reports, findings, executive briefings, and other Government deliverables.
• Support the Project Lead with team assignments, schedules, quality reviews, status reporting, and deliverable completion; serve as deputy lead when required.
Required qualifications
• U.S. citizenship and an active Secret security clearance or higher.
• Significant experience in research, requirements analysis, policy analysis, program evaluation, operational analysis, or comparable analytical work in a DoD environment.
• Experience using qualitative and quantitative evidence to develop defensible findings and recommendations.
• Demonstrated ability to synthesize complex source material into clear reports and briefings.
• Experience leading an analytical workstream or coordinating analytical assignments and integrating contributions from others.
• Strong writing, stakeholder-engagement, and organizational skills, with the ability to manage complex assignments independently.
Preferred qualifications
• Joint, Combatant Command, or multi-Service experience.
• Training, education, readiness, workforce, or organizational assessment experience.
• Experience analyzing organizational authorities, responsibilities, or resource needs.
