International & Foreign Military Sales (FMS) Analyst


Supporting CPE 2IN

Location: Aberdeen Proving Ground, MD


Clearance: Secret


Salary: 110K-125K Annual; Commensurate w/ Education & Experience


Position Summary:


The International & Foreign Military Sales (FMS) Analyst serves as the primary technical and administrative point of contact for complex international taskings and Security Cooperation efforts. This role requires seamless interagency coordination, comprehensive programmatic support, and strict adherence to foreign disclosure policy. Support a wide range of planning, evaluation, review, and prioritization of technical and financial resource activities associated with assigned programs. Supports program planning, evaluation, and financial management functions.


Core Responsibilities

• Task & Work?ow Management: Monitor, evaluate, and coordinate organizational tasks within the Electronic Task Management System 2 (ETMS2) to achieve total mission compliance.


• Interagency Liaison: Serve as the principal Point of Contact (POC) for all international and FMS actions originating from external DoD entities, including DASA (DE&C), DSCA, SECARMY, AAE, PAEs, ICOs, and CPEs.


• Case Lifecycle Management: Collaborate directly with Program Managers (PMs) to develop, execute, and maintain end-to-end program ownership of FMS cases.


• Foreign Disclosure Coordination: Partner with the Foreign Disclosure Officer (FDO) to process international visit requests via the Visit Authorization Request (VAR) system and coordinate disclosure reviews of technical materials intended for Partner Nations (PNs).


• Strategic Process Improvement: Actively participate in cross-functional working groups to define, standardize, and implement enterprise-wide Security Cooperation processes and business practices. Apply expert knowledge of program planning and evaluation to meet organizational missions, goals and objectives.

• Financial & Program Support: Proven experience providing direct analytical support to financial leadership during the Security Assistance Program Budget Review (SAPBR) cycle.


• Data Systems Management: Proficiency in maintaining and optimizing comprehensive FMS case tracking mechanisms to support senior leadership reporting requirements.

REQUIRED QUALIFICATIONS


Education: Bachelor's Degree (BA/BS) from an accredited institution.


Preferred Fields: Business Administration, Economics, Mathematics, Statistics, or Financial/Accounting.


Experience: 3 to 10 years of financial experience working within the DOD environment.
