Senior Web/Internet Developer Technical Program Manager

Position Overview
The Senior Web/Internet Developer is a Key Personnel position and technical lead for the Modernization application. This role oversees the full-stack development of the modernized platform, a complex, microservices-based, browser-agnostic case management system used by over 6,000 investigators nationwide.
Location: Huntsville, AL
Clearance: Background Investigation (Public Trust) required
Key Responsibilities
• Lead full-stack development of the modernized application using Microsoft .NET, evolving the existing microservices codebase to Initial Operating Capability (IOC) and Full Operating Capability (FOC).
• Architect and implement clean, modular, maintainable code achieving ≥80% code coverage and <2 defects per KLOC.
• Ensure application passes SonarQube quality gates with a ≥95% pass rate and zero critical vulnerabilities at all times.
• Develop and maintain all major functional modules including Incident, Activity, Canine, Tracing, Analytics, Admin, Search, and Help.
• Implement responsive design ensuring the application is fully platform-agnostic (desktop, mobile, tablet).
• Integrate third-party and system interfaces including Spartan, EODIMS, BATS API, and FedRAMP-approved modules.
• Enforce DevSecOps practices throughout the development lifecycle; support security scanning ≥95% pass rate in the CI/CD pipeline.
• Maintain 100% traceability of Git commits to Digital.ai user stories and ensure deployments are executed through approved CI/CD pipelines.
• Ensure system meets reliability targets: ≥99.9% uptime, MTTR <1 hour for critical incidents.
• Mentor junior developers and conduct code reviews, ensuring adherence to ATF Enterprise Standard Technologies and coding standards.
• Participate actively in Agile SCRUM ceremonies and contribute to sprint planning, backlog refinement, and retrospectives.
Required Qualifications
• Bachelor's degree in Computer Science, Software Engineering, or related field; equivalent experience accepted.
• 5+ years of full-stack web development experience, including Microsoft .NET (C#, ASP.NET Core).
• Demonstrated experience designing and developing microservices architectures.
• Proficiency with Microsoft SQL Server and RESTful API development.
• Experience with CI/CD tools such as Jenkins and GitLab.
• Experience containerizing applications using Docker/OpenShift or equivalent.
• Strong understanding of OWASP security standards and secure coding practices.
• Ability to obtain and maintain Public Trust background investigation
Preferred Qualifications
• Experience modernizing legacy .NET applications or case management systems.
• Familiarity with FedRAMP, NIST SP 800-53, and federal ATO processes.
• Experience with Power BI integration within web applications.
• Knowledge of Section 508 accessibility standards and automated compliance testing.
• Prior experience on federal law enforcement or DOJ systems.
• Experience with Agile tools such as Digital.ai or similar backlog management platforms.
