Position Overview
The Data Engineer is a Key Personnel position responsible for designing, building, and maintaining the data infrastructure. This role leads data migration from the legacy system to the modernized platform and ensures all data management practices conform Data Governance Manual
Location: Huntsville, AL
Clearance: Public Trust Background Investigation
Key Responsibilities
• Design and implement ETL pipelines using SQL Server Integration Services (SSIS) to migrate legacy data to the modernized system with 100% source-to-target traceability.
• Define and document data mappings, transformation rules, and validation logic for all migrated data elements.
• Collaborate with Subject Matter Experts (SMEs) to validate data mappings prior to implementation, achieving ≥90% SME sign-off.
• Build and maintain a comprehensive Data Dictionary and Entity Relationship Diagrams updated each sprint.
• Optimize Microsoft SQL Server database schemas, queries, and indexes to meet performance targets (e.g., search queries ≤2 seconds, record retrieval ≤1 second).
• Design and adapt data interfaces including the Spartan and EODIMS integrations to align with Modernization lexicon and schema.
• Ensure all database work adheres to Data Governance Manual v4.2 and relevant API standards and best practices.
• Monitor and validate ETL package execution results, documenting row counts, successes, and failures each sprint.
• Support the CI/CD pipeline with data-layer test automation and ensure ETL activities are linked to user stories in Digital.ai.
• Participate in Agile SCRUM ceremonies including sprint planning, standups, reviews, and retrospectives.
Required Qualifications
• Bachelor's degree in Computer Science, Information Systems, or related field; equivalent experience accepted.
• 3+ years of experience designing and implementing ETL pipelines using SSIS or comparable tools.
• Proficiency in Microsoft SQL Server, including schema design, query optimization, and index tuning.
• Demonstrated experience with source-to-target data mapping and data migration on enterprise systems.
• Familiarity with federal data governance frameworks
• Strong written and verbal communication skills; ability to document complex data transformations clearly.
Preferred Qualifications
• Experience supporting federal law enforcement or case management systems.
• Knowledge of NIST SP 800-53 data security controls and FedRAMP compliance.
• Experience integrating REST APIs and working with JSON, XML, and CSV data formats.
• Familiarity with Agile/SCRUM methodologies and tools such as Digital.ai.
• Experience with GIS data formats (e.g., .shp, ESRI) and i2 Analyst's Notebook.
