FMS FINANCIAL MANAGEMENT ANALYST

Duties

• You will perform or advise on work in many phases or systems of budget administration.
• You will analyze and recommend costs and benefits or alternative methods of financial management or organization's programs and administrative operations.
• You will implement legal and regulatory control over approved budgets.
• You will implement internal controls and provide advice on effective and efficient methods for acquisition and use of funds to support the organization's programs and activities.
• You will provide financial management, budget formulation, execution, and analysis support for international programs, ensuring compliance with applicable U.S. laws, regulations, and fiscal controls.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• Position requires DoD Security Cooperation Workforce Certification as: SC4B2 = Not key Position, Case Life Cycle Management AOC and Basic Level 1

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Mastery of concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels;
2) Developing, recommending and implementing budgetary/financial Foreign Military Sales policies;
3) Applying standard Security Assistance/Security Cooperation (SA/SC) programs to include the application of the FMS sales process from case development, implementation, execution, to closure, in accordance with all policy & regulations;
4) Analyzing, reviewing, and interpreting financial Foreign Military Sales execution data and resolving variances;
5) Communicating clearly both orally and in writing for the purpose of providing information and guidance to management or customers at all levels.
