PROJECT OVERVIEW:
CBP requires support with management consulting services to support the Investment Analysis Office (IAO) with management consulting services in business process transformation.
REQUIRED QUALIFICATIONS:
- 3-10 years of relevant experience
- Bachelor's degree
- Secret clearance or CBP BI/DHS reciprocity accepted
- Local to Washington, DC metro area
- Microsoft SharePoint, Power BI, and Power Apps experience (preferred)
ROLE DESCRIPTION:
This is a high-visibility role that interfaces with top CBP Office of Trade (OT) executives and SES from other CBP offices as well. This role will support business process improvement, modernization, and transformation initiatives to enhance operational efficiency, effectiveness, and mission outcomes. Responsibilities include interfacing with CBP personnel, including leadership regularly; collecting business and technical requirements; assessing complex business processes and performance across cross-functional workstreams; documenting current state operational and data processes and developing recommendations for enhancements; maintaining a RAID log (risks, assumptions, issues, and dependencies) for multiple workstreams; supporting technology scouting activities for innovative tools/capabilities; and supporting requirements gathering sessions with various stakeholders and project status meeting facilitation with client leadership. A basic understanding of data analytics and use of data platforms is preferred as well.
The role supports enterprise-wide process integration, performance measurement, operational transformation, and implementation planning while producing executive briefings, process documentation, and actionable insights to guide decision-making and continuous improvement. This position reports directly to the project manager and provides in-person support to the client located in the Washington, DC office.
RESPONSIBILITIES:
- Lead or be a member of a team of analysts that apply process improvement, modernization, and transformation principles, approaches, and methodologies that lead to increased efficiency or effectiveness in financial and operations management.
- Experience in assessing process performance in complex environments, involving linkages between financial, staffing, and other support processes, and operational processes and outcomes.
- Directs requirement collection and refinement efforts, to include interviews, surveys, working sessions and focus group studies.
- Provides support for the design and implementation of new or enhancements to business processes.
- Supports coordination between multiple project teams to ensure enterprise-wide integration of reengineering efforts.
- Facilitates meetings to assist management in the development of clear statements of quantifiable goals, objectives, requirements, and metrics.
- Ensures proposed process improvements align to strategic objectives, and initiatives are compliant with appropriate policies, rules and regulations.
- Experienced in developing realistic and practical implementation plans.
- Conducts organizational studies and evaluations; conducts work simplification and measurement studies; and prepares operations, training, and procedural manuals to assist management in implementing ways to operate more efficiently and effectively.
- Experience using Microsoft SharePoint, Power BI, and Power Apps to develop data analytics, business intelligence, and data visualizations to track and report on program key performance metrics for a variety of audiences including executive leaders.
