Position Overview


NASK is seeking a Proposal / Technical Writer to support proposal development, project execution, and continued growth across the Department of Defense (DoD) and Intelligence Community (IC).


This is a hands-on proposal leadership role. The successful candidate will lead proposal development, directly write and edit proposal content, coordinate technical solution write-ups with SMEs, and continuously evaluate proposal readiness throughout the Shipley process.

Proposal Management & Technical Writing


The individual will have end-to-end responsibility for assigned proposal efforts, from capture transition and solution development through final submission.

• Lead assigned DoD and IC proposals from capture transition through final submission, ensuring each proposal is compliant, compelling, technically sound, and submission-ready.


• Personally write, develop, and edit proposal content, including technical, management, staffing, transition, past performance, and other assigned sections.


• Lead and coordinate technical solution write-ups, working directly with technical SMEs and solution architects to translate complex approaches into clear, persuasive, Government-focused proposal content.


• Facilitate solution development sessions to ensure the technical approach directly addresses customer requirements, evaluation criteria, mission needs, risks, and desired outcomes.


• Develop and manage proposal schedules, compliance matrices, outlines, writing assignments, review cycles, and production activities.


• Coordinate contributions across technical SMEs, Business Development, Capture, Contracts, Pricing, Recruiting, and executive leadership.


• Evaluate overall proposal readiness throughout the Shipley lifecycle, identifying content, compliance, technical, staffing, pricing, or solution gaps that could affect proposal quality or competitiveness.


• Lead and assess readiness for Shipley reviews, including Pink Team, Red Team, Gold Team, and other applicable reviews.


• Establish clear entrance and exit criteria for proposal reviews and track corrective actions through closure.


• Assess whether technical solution write-ups are sufficiently mature, responsive, differentiated, and supported by evidence before advancing to the next proposal phase.


• Lead proposal kickoffs, solutioning sessions, color-team reviews, recovery activities, and final submission readiness reviews.


• Incorporate reviewer feedback and coordinate recovery plans when content or solution maturity does not meet established readiness expectations.


• Ensure consistency of win themes, discriminators, technical approaches, management approaches, and past performance across the proposal.


• Maintain accountability for proposal quality, compliance, schedule, and overall readiness through final submission.


• Help mature NASK's proposal processes, templates, reusable content, technical content library, and Shipley-based best practices.

Desired Qualifications

• Active Top Secret security clearance with the ability to obtain SCI eligibility.


• Bachelor's degree or higher in English, Technical Writing, Science Communication or related field


• Demonstrated experience leading Government proposals, preferably within the DoD and/or Intelligence Community.


• Demonstrated ability to personally write and edit high-quality Government proposal content.


• Experience coordinating technical SMEs and developing complex technical solution content.


• Working knowledge of the Shipley proposal development lifecycle, color-team reviews, and proposal readiness assessments.


• Experience translating complex engineering, software, analytics, R&D, or mission concepts into compelling proposal narratives.


• Experience managing technical projects, teams, or cross-functional initiatives.


• Knowledge of project management principles, including cost, schedule, performance, risk, staffing, and deliverable management.


• Strong facilitation skills and the ability to drive SMEs and cross-functional teams toward deadlines and quality objectives.


• Strong organizational, leadership, communication, and customer-engagement skills.


• Familiarity with Government contracting and acquisition processes.


• Ability to manage multiple priorities and deadlines in a dynamic environment.
