Contract Manager
Bureau of Engraving and Printing (BEP) – Security Administrative Services
Agency: U.S. Department of the Treasury, Bureau of Engraving and Printing (BEP)
Position Type: Full-Time / On-Site Contract Management
Place of Performance: The overall contract is performed at two BEP high-security facilities:
• Eastern Currency Facility (ECF): 301 14th Street SW, Washington, DC 20228 OR
• Western Currency Facility (WCF): 9000 Blue Mound Road, Fort Worth, TX 76131
Schedule / Availability: This is primarily a Monday-Friday requirement. The Contract Manager must be available during the badging office hours of operation and must be able to respond to Government personnel within 30 minutes during normal duty hours. After normal duty hours, the Manager or alternate must be available within 2 hours.
Requirements:
• Minimum 5 years of administrative and customer-service experience.
• Minimum 5 years of experience in the administrative or security field.
• Intermediate-level computer skills.
• Ability to work with multiple worksheets, filter data, and use integrated functions.
• Ability to read, write, speak, and understand English.
• Ability to successfully complete BEP-required training.
• US Citizen
Strong computer aptitude and ability to learn:
• GSA USAccess
• Identiv Velocity
• EasyLobby Visitor Management
• Other security/badging systems.
Security Requirement: Must be eligible for and successfully obtain a T4 High Risk Public Trust favorable background determination. Certain assignments may additionally require an appropriate personnel security clearance, up to Secret, as designated by BEP. The contractor itself must maintain the required Secret FCL.
Duties and Responsibilities:
• Be responsible for the daily performance and operation of the contract.
• Serve as the Contractor's primary management authority for day-to-day contract matters.
• Have full authority to act for the Contractor regarding daily operations.
• Maintain availability during required operating periods and respond promptly to Government requests.
• Meet with the CO, COR, and other Government representatives to discuss operational problems and corrective actions.
• Ensure adequate staffing and uninterrupted performance at BEP facilities.
• Ensure appropriate onsite supervisory coverage for every shift when the Contract Manager or Deputy is not physically present.
• Manage personnel supporting badging/PIV credentialing, visitor processing, access control, administrative support, and, at WCF, mail screening and currency destruction.
• Ensure personnel comply with BEP security, confidentiality, access-control, key-control, and personnel suitability requirements.
• Ensure staff are appropriately trained and qualified for their assigned functions.
• Oversee staffing schedules, coverage, vacancies, employee replacement, quality control, and continuity of operations.
• Coordinate operational issues with the Government while maintaining the Contractor/Government non-personal-services relationship.
