Job Description:
Tria Federal is seeking a Vice President, Digital Services to own full P&L and program/contractual performance across an assigned portfolio of federal health-sector contracts. This is a delivery-first executive role: the VP will be accountable for operational excellence, contract compliance, client satisfaction, and the financial health of their portfolio, while also driving organic growth within existing accounts and supporting new business development. The ideal candidate is a proven federal delivery executive who pairs commercial and financial acumen with hands-on program leadership and a track record of building trusted, senior-level client relationships.
Requirements:
- 12+ years of progressive experience in federal government contract delivery, with at least 5 years in a senior P&L or portfolio leadership role
- Demonstrated experience managing a federal contract portfolio in excess of $50M annually
- Strong track record of contractual and technical delivery excellence, including software/systems delivery environments
- Proven ability to build and sustain senior client relationships within federal agencies
- Experience driving organic growth within existing client accounts
- Bachelor's degree required; advanced degree preferred
Responsibilities:
P&L & Business Management
- Own full P&L accountability for an assigned portfolio, including revenue, margin, utilization, and investment decisions
- Drive accurate forecasting, financial reporting, and corrective action planning in partnership with finance and executive leadership
- Manage portfolio risk (performance, staffing, financial, and contractual) proactively, escalating appropriately
Program & Contractual Delivery
- Ensure all programs within the portfolio meet or exceed contractual, technical, and quality requirements
- Establish and enforce delivery standards, governance, and quality assurance practices across programs
- Oversee program managers and delivery leads, ensuring strong PMO discipline, risk management, and issue resolution
- Maintain full compliance with contract terms, applicable federal regulations, and corporate policies
Client Relationship Management
- Serve as a senior client-facing executive, building and sustaining trusted relationships with agency leadership and stakeholders
- Proactively manage client satisfaction, addressing concerns before they escalate and reinforcing Tria's reputation for excellence
- Represent Tria in client governance forums, program reviews, and executive briefings
Organic Growth
- Identify and cultivate opportunities to expand Tria's footprint within existing accounts
- Partner with business development and capture teams to shape follow-on and adjacent opportunities
- Serve as a credible technical/programmatic voice in growth pursuits tied to the portfolio
New Business Development Support
- Partner with capture and proposal teams as a delivery/technical subject matter expert on new pursuits, including solutioning, past performance narratives, and staffing plans
- Participate in client capability briefings, industry days, and teaming discussions to support pipeline development
- Support oral proposal and orals preparation, leveraging program delivery credibility to strengthen bids
- Help identify white space and adjacent opportunities beyond the current portfolio
People Leadership
- Build, mentor, and retain a high-performing delivery organization
- Foster a culture of accountability, quality, and client-centricity across program teams
- Support talent development and succession planning within the portfolio
Preferred:
- Experience within the Department of Health and Human Services (HHS) or a related federal health agency
- Familiarity with federal contract types (FFP, T&M, CPFF) and associated delivery/compliance obligations
- PMP or equivalent program management certification
- Experience operating within a private equity-backed or growth-oriented government contracting environment

Public Trust Clearance:
Many of our roles require the hired candidate to go through public trust clearance. A minimum of 3 years of stay in the U.S. within the last 5 years is required to be eligible to qualify for public trust clearance sponsorship.
Work Location:
Headquartered in Arlington, VA, we also have a primary office in Baltimore, MD for those who prefer to work on-site. However, with employees spread across 40+ states, we have many remote roles.
