Job Description
GovCIO is currently hiring a Subject Matter Expert (SME) Personnel Security Manager to manage the security program for Task Force Raptor, the White House-directed effort to modernize, secure, and harden the C6ISR enterprise supporting the President. This position will be located in the National Capital Region and will be onsite within the United States.
Responsibilities
The SME owns the personnel security program that protects the Task Force Raptor information environment: clearance and access management across TS/SCI and Special Access Program compartments, indoctrination and debriefing, continuous vetting, insider threat coordination, and security compliance for a cleared workforce operating across multiple classification domains. The SME establishes program goals and procedures, directs security operations for the contractor team, and interfaces with WHCA security leadership, the Task Force Lead, and government Special Security Officers.

Responsibilities
- Manage the Task Force Raptor security program for the contractor team, including personnel security, SCI and SAP access administration, security education, and compliance, in coordination with the WHCA Special Security Office and government program security officers.
- Process, track, and manage clearance actions, SCI nominations, SAP access requests, indoctrinations, debriefings, visit requests, and reinvestigations in DISS, NBIS, and successor systems; maintain accurate access rosters across all compartments and enclaves.
- Serve as the primary contractor security interface for DD Form 254 requirements, security classification guidance, and incident reporting; draft and maintain the program security SOP.
- Coordinate with the Task Force Lead and LOE 3 leadership on Special Access Program implementation support, ensuring SAP personnel security requirements under DoDM 5205.07 are met before and during execution.
- Execute continuous vetting and reporting obligations under Trusted Workforce 2.0, SEAD 3, and SEAD 4; manage self-reporting, foreign contact, and foreign travel processes for the workforce.
- Coordinate insider threat referrals and security incident inquiries with government counterparts; conduct preliminary inquiries and prepare reports for the official record.
- Deliver initial, annual, and event-driven security briefings; maintain training records and audit readiness.
- Advise Salient CRGT program leadership and the Salient CRGT FSO on clearance pipeline health, onboarding timelines, and staffing risk tied to access requirements; forecast access lead times for recruiting.
- Support physical and information security requirements for contractor-occupied spaces as directed, including SCIF access control coordination and courier procedures.
- Prepare for and support government security inspections, self-inspections, and audits.

Qualifications

Clearance: TS SCI
Required Skills and Experience
- Clearance Required: Active TS/SCI clearance and eligibility for SAP access and Yankee White.
- Bachelor's degree and [12 or more] years of progressive DoD or IC security experience, including at least [5] years managing a personnel security program supporting SCI and SAP populations; Master's preferred.
- Demonstrated experience as an SSO, CSSO, CPSO, or program security manager for a DoD or IC program operating at TS/SCI with SAP involvement.
- Working expertise in 32 CFR Part 117 (NISPOM), DoDM 5200.02, DoDM 5205.07 Volumes 1 through 4, ICD 704, SEAD 3 and SEAD 4, and Trusted Workforce 2.0 continuous vetting.
- Hands-on experience with DISS, NBIS, and NISS, and with DD Form 254 and security classification guide interpretation.
- SPēD Security Fundamentals Professional Certification (SFPC) and one of: Security Program Integration Professional Certification (SPIPC) or Security Asset Protection Professional Certification (SAPPC). ASIS CPP or NCMS ISP accepted as equivalent.
Preferred Skills and Experience
- Ability to brief senior military and civilian leadership and to write inquiry reports and SOPs suitable for the official record.
- SPēD Special Program Security Certification (SPSC).
- SPēD Physical Security Certification (PSC) or Industrial Security Oversight Certification (ISOC).
- CDSE FSO Program Management or SAP Security Officer course completion.
- Experience supporting Presidential communications, WHCA, or other high-consequence programs with Yankee White populations.
- Experience running security for a program spanning multiple TS enclaves and cross-domain environments.
- Prior military or government service in a security, counterintelligence, or special security career field.
