Overview of position:
FEDITC is seeking a Deputy Program Manager to work in Springfield, VA

The Deputy Program Manager serves as the second senior contractor management official for NCCS 2.0 and supports the Program Manager in directing day-to-day program execution across all SOW areas and Task Orders. The DPM provides operational leadership and management oversight across the geographically distributed NCCS workforce, with particular emphasis on staffing, service delivery, performance management, cybersecurity operations, issue escalation, reporting, subcontractor coordination, transition, and continuity of operations.

The DPM acts on behalf of the Program Manager as required to maintain continuity of management and provides leadership during operational incidents, workload surges, staffing changes, and other mission-critical events.

A United States Citizenship and an active Top Secret / SCI DoD Security Clearance is required to be considered for this position.

This is an upcoming opportunity contingent on contract award.

Responsibilities:
Assist the PM in directing overall NCCS 2.0 program and Task Order execution across all SOW areas.
Serve as the PM's principal deputy and provide management continuity during the PM's absence or when simultaneous operational requirements require delegated leadership.
Coordinate daily operations across network, cloud/platform, cybersecurity, service management, field engineering and supporting functions.
Monitor operational staffing and ensure Tier 1/Tier 2 coverage and designated Tier 3 support are aligned with Task Order requirements.
Manage day-to-day workforce activities involving staffing levels, schedules, vacancies, leave/backfill requirements, EOD processing, clearances, suitability, certifications and personnel realignment.
Coordinate with recruiting, security, HR, corporate operations, subcontractors and Task Order leads to maintain required staffing levels.
Support management of the contractor's geographically distributed workforce, including NCR, DC1 and other DHS Component operating locations established by Task Orders.
Coordinate surge staffing and short-notice resource requirements, including fly-away team readiness and deployment support.
Monitor SLA/KPI performance, incident trends, service levels, staffing metrics, risks, issues and corrective actions and elevate significant concerns to the PM.
Coordinate escalations involving Tier 1/Tier 2 operations and designated Tier 3 SMEs and ensure issues receive appropriate management attention.
Support oversight of subcontractors and teaming partners and track their staffing, performance and contractual commitments.
Assist with budget management, labor utilization, financial tracking, invoicing support, ROM development, ODC tracking and Task Order financial reporting.
Coordinate inputs to Monthly Progress Reports, Monthly Financial Reports, staffing reports, performance metrics and other contract deliverables. The SOW requires monthly reporting covering areas including incident/problem management, configuration and asset management, service management, performance metrics, engineering progress, hardware/software inventories and change/availability management.
Maintain program risk, issue, action-item, staffing, deliverable and performance trackers and ensure corrective actions are driven to closure.
Support development and execution of Transition-In, Transition-Out, Business Continuity, Disaster Recovery, COOP, Staffing, Communications and Continuous Service Improvement plans.
Coordinate recurring program meetings, operational reviews and customer engagements and ensure actions are documented, assigned and completed.
Promote standardized processes, documentation, knowledge management and institutional knowledge transfer across the workforce.
Mentor Task Order leads, operational managers and Tier 1/Tier 2 personnel and coordinate senior SME reach-back for technically challenging requirements.
Support implementation and continuous improvement of ITIL v4, CMMI for Services, NIST CSF and applicable DHS service-management and cybersecurity processes.
Maintain awareness of cybersecurity incidents, major network outages, service degradations and operational risks and coordinate management response/escalation when necessary.
Support the PM in maintaining positive relationships with DHS OCIO/CISOD leadership, Components, subscribers, CO/COR and technical stakeholders.
Perform other management responsibilities delegated by the PM consistent with the NCCS 2.0 SOW and individual Task Orders.

Experience/Skills:
Minimum of 5 years of overall cybersecurity management experience.

Preferred Experience
Experience supporting large Federal cybersecurity/IT programs; SOC/NOC or 24x7 operations; workforce and subcontractor management; service-level management; incident escalation; staffing and clearance coordination; financial reporting; ITIL/service management; transition; continuity operations; and geographically distributed technical teams.

Certifications:
Certified Information Systems Security Professional (CISSP)

Clearance:
Active Top Secret/ SCI Security Clearance is required
Must be a United States Citizen
Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC’S Client(s)/Customer(s)/Prime contractor(s).

Pay Range (Virginia):
$155,000 - $195,000 USD
