Senior Contracts Administrator Company: Big Impact Tech (BIT)
Location: Hybrid (Washington, DC Metro Area preferred)
Clearance: Ability to Obtain
Position Overview
Big Impact Tech (BIT) is seeking a Senior Contracts Administrator to lead and scale our contracts function across a growing portfolio of federal programs supporting DoD, DHS, and civilian agencies.
This role goes beyond traditional contract administration — it is a mission-critical position responsible for managing subcontract structures, controlling task order execution, and protecting BIT’s workshare and revenue position within prime-sub environments.
The ideal candidate understands how to operate within flowdown subcontracting models, while balancing compliance, speed, and business strategy.
Key Responsibilities
Contracts Lifecycle Management
• Manage full lifecycle of contracts and subcontracts including:
◦ Award, execution, administration, and closeout
◦ T&M, FFP, and cost-type contract structures
• Ensure compliance with FAR, DFARS, and agency-specific regulations
• Administer contract funding, CLIN structures, invoicing alignment, and POP tracking
Subcontracts, Teaming Agreements & Task Order Management
• Lead drafting, negotiation, and execution of:
◦ Subcontract Agreements (flowdown-based)
◦ Task Orders (TOs) under IDIQ/BPA vehicles
◦ Task Order Modifications (funding, POP, scope, labor changes)
◦ Teaming Agreements and NDAs
• Manage the full subcontract lifecycle, including:
◦ Subcontractor onboarding and compliance
◦ Workshare tracking and enforcement
◦ Funding alignment and incremental funding updates
◦ POP management and contract closeout
• Serve as the contracts lead for Task Order execution, ensuring:
◦ Accurate LCAT mapping, labor rates, and site designations
◦ Alignment between scope, staffing, and billing structure
◦ Proper issuance and administration of TOs to subcontractors
• Oversee and negotiate Task Order Modifications, including:
◦ Funding realignments and ceiling increases
◦ Scope and labor mix adjustments
◦ POP extensions and schedule changes
• Ensure all subcontract documents are aligned with prime contract flowdowns and customer requirements
Negotiation & Risk Management
• Lead or support negotiations with primes and subcontractors
• Identify contractual, financial, and performance risks and provide mitigation strategies
• Review and redline contract terms to protect BIT’s position
Proposal & Capture Support
• Analyze solicitations and identify contractual risks and requirements
• Draft proposal terms, conditions, assumptions, and exceptions
• Support pricing alignment with contract structures
• Partner with BD/Capture to ensure contract strategy aligns with win strategy
Compliance & Documentation
• Maintain complete, audit-ready contract files and documentation
• Track and manage:
◦ Modifications
◦ Deliverables
◦ Contractual obligations
• Support internal and external audits
Cross-Functional Leadership
• Partner with:
◦ Program Managers (execution & delivery)
◦ Finance (billing, funding, invoicing)
◦ Recruiting (LCAT alignment, onboarding)
◦ Executive leadership (deal structuring)
• Act as the central authority on all contractual matters across programs
Required Qualifications
• Bachelor’s Degree in Business, Contracts, or related field
• 6–10+ years of federal contracts experience
• Strong expertise in:
◦ FAR / DFARS
◦ Subcontracting & flowdowns
◦ Task Orders and contract modifications
• Experience supporting proposal development and negotiations
• Ability to manage multiple contracts in a fast-paced environment
• Strong communication and stakeholder management skills
Preferred Qualifications
• Experience working with large federal primes (SAIC, Booz Allen, ManTech, etc.)
• Experience with IDIQs ( GSA OASIS+, ASTRO, GWACs)
• JD, MBA, or certifications (CPCM, CFCM)
• Experience in a small business / growth-stage federal contractor
