Position Overview: We are seeking an experienced HR / Recruitment Manager to assist human resources operations and talent acquisition for a growing government contracting company. This position will be responsible for developing and executing recruiting strategies, managing the employee lifecycle, ensuring HR compliance, and confirming the company has qualified personnel to support current and future government contracts.
The ideal candidate will have experience recruiting for government contractors, federal programs, or other highly regulated environments and understand the importance of meeting contract-specific staffing, documentation, security, and compliance requirements.

Key Responsibilities:
Recruitment & Talent Acquisition
- Lead full-cycle recruiting for corporate and contract-supported positions, from job requisition through onboarding.
- Develop recruiting strategies to attract qualified candidates for government contract positions.
- Partner with program managers and leadership to understand contract staffing requirements, labor categories, qualifications, and personnel needs.
- Source candidates through job boards, professional networks, recruiting platforms, employee referrals, industry associations, and other channels.
- Ensure that applicants are screened and coordinate interviews with hiring managers.
- Ensure reference checks, employment verification, and other pre-employment screening as required are completed.
- Maintain an organized candidate pipeline and recruiting tracker.
- Develop and maintain job descriptions aligned with company and contract requirements.
- Monitor recruiting metrics, time-to-fill, candidate quality, and staffing progress.
Government Contracting Support
- Support staffing requirements associated with federal, state, and local government contracts.
- Maintain accurate personnel records and documentation required for contract compliance and internal audits.
- Ensure employee qualifications, certifications, resumes, and other required documentation are current and properly maintained.
- Work closely with Program Managers and Contracts/Compliance personnel to support contract staffing deliverables.
- Assist with workforce planning in anticipation of new contract awards, recompetes, task orders, and contract modifications.
- Support responses to government or customer requests for personnel information and staffing documentation.
Human Resources Management
- Manage the employee lifecycle, including onboarding, orientation, transfers, promotions, performance management, and offboarding.
- Assist with confidential employee personnel files and HR records.
- Assist HR Director with employee relations matters and ensure consistent application of company policies.
- Coordinate required HR training, including compliance and workplace policies.
Compliance & Risk Management
- Assist with ensuring that HR practices comply with applicable federal, state, and local employment laws and regulations.
- Support compliance with government contracting requirements applicable to the company's workforce.
- Maintain appropriate documentation for audits, contract reviews, and internal compliance assessments.
- Partner with management and legal/compliance personnel on employment-related matters.
- Stay current on changes affecting government contractors, employment regulations, and recruiting practices.
Qualifications
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field preferred or equivalent years of experience.
- 5+ years of progressive HR and/or recruiting experience, preferably within a government contracting, defense, technology, engineering, professional services, or similarly regulated environment.
- Demonstrated experience managing full-cycle recruiting.
- Experience recruiting for multiple positions and skill levels simultaneously.
- Strong understanding of employment practices and HR compliance.
- Excellent communication, organizational, and interpersonal skills.
- Strong attention to detail and ability to manage confidential information.
- Ability to work effectively with executives, hiring managers, program managers, employees, and candidates.
- Proficiency with Microsoft Office/365 and HRIS or applicant tracking systems.
Preferred Qualifications:
- Experience supporting U.S. federal government contracts.
- Familiarity with government contracting staffing and labor-category requirements.
- Experience recruiting candidates requiring security clearances or government suitability determinations.
- Experience with applicant tracking systems, HRIS platforms, and recruiting analytics.
- Experience supporting contract proposals, recompetes, staffing plans, or transition activities.
- Familiarity with government contractor compliance requirements such as E-Verify, VETS-4212, OFCCP requirements, and applicable FAR/DFARS personnel provisions.
