Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B.

Incumbents typical work assignments may include the following:

  • Advise senior leadership on the application of financial management theories, concepts, principles, and standards related to the development, execution, and maintenance of strategic and operational plans.
  • Evaluate and communicate key metrics to implement action items for process improvement. Develops new strategies to solve difficult accounting and reporting system problems.
  • Prepare monthly, quarterly, and annual fmancial and accounting reports. Analyze audit reports, management reports, and other indicators to identify areas for future process improvement.
  • Takes necessary actions to ensure WHS accounting procedures follow DOW general ledger requirements, including property accounting, accrual accounting, and the key accounting requirements presented by DFAS in its annual Federal Managers Financial Integrity Act (FMFIA) certification guidance.

  • This position requires a Level 3 Certification under the DoW Financial Management (FM) Certification Program.
Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements:
  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
  • Performing standard accounting operations to reconcile financial records, prepare routine financial reports, and resolve balancing errors from feeder systems.
  • Analyzing financial transactions and systems to identify compliance issues with standard accounting procedures and guidelines.
  • Drafting or revising standard operating procedures (SOPs) or local guidelines for financial and accounting processes.
  • Preparing financial summaries, charts, or briefing materials to communicate accounting data and standard financial results to supervisors or managers.
  • You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
  • Leading complex accounting assignments across multiple financial programs or systems to resolve difficult system-wide reporting and balancing problems.
  • Analyzing comprehensive audit findings, management reports, and financial statements to evaluate performance and implement process improvements.
  • Developing, interpreting, and implementing organizational financial policies, standard operating procedures, and internal control programs to manage financial risk.
  • Providing advisory services to management on the application of accounting principles and preparing detailed briefs or reports to explain complex financial issues.

    ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..     GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
