Tria Federal is seeking a Performance Management/Metric Analyst II / Senior Medical Compliance Analyst (EDIS) II to support the Navy Bureau of Medicine and Surgery (BUMED) N10D Force Medical Readiness Directorate.


This combined role supports readiness analytics, performance management, Educational and Developmental Intervention Services (EDIS) compliance, data quality, dashboarding, and process improvement. The position will translate EDIS and broader readiness data into actionable insights while ensuring compliance findings, site-assessment results, and system data are accurately captured and reported.

• Hybrid position: approximately 10% on-site / 90% remote


• On-site support at BUMED, Falls Church, VA


• Active Secret Clearance required


• Travel/site assessments may be required

Job Description/Responsibilities

• Define, refine, and track Key Performance Indicators (KPIs), service-level measures, and readiness metrics.


• Gather quantitative and qualitative data from multiple mission systems and approved sources.


• Conduct trend, queue-aging, cycle-time, workload/capacity, variance, threshold/exception, and root-cause analyses.


• Design and maintain business-intelligence dashboards, recurring reports, and Monthly Analytics Report Card content.


• Identify readiness performance gaps, bottlenecks, anomalies, and data-quality issues.


• Monitor EDIS compliance and care-delivery performance across supported sites and programs.


• Conduct or support EDIS site compliance assessments.


• Map and analyze EDIS system data structures and reporting relationships.


• Validate EDIS data for completeness, accuracy, consistency, and compliance with business rules.


• Compile technical findings and develop recommendations for corrective action.


• Support remediation of EDIS compliance and data-quality issues.


• Draft proposed policy updates, compliance findings, executive summaries, and recommendations for Government review.


• Partner with project managers, policy personnel, and technical teams to assess workflows and improve readiness processes.


• Support approved automation, dashboards, and recurring reporting activities.


• Protect Personally Identifiable Information and Protected Health Information in accordance with applicable Government requirements.

Minimum Qualifications

• Bachelor’s degree required; Master’s degree preferred.


• 5–12 years of relevant analytics, healthcare, compliance, performance-management, or business-intelligence experience.


• Minimum three years of direct, hands-on EDIS experience.


• Demonstrated experience conducting EDIS site compliance assessments.


• Demonstrated experience mapping system data structures.


• Experience developing KPIs, dashboards, and performance reports.


• Experience conducting trend, root-cause, and data-quality analyses.


• Ability to translate complex operational and compliance findings into actionable recommendations.

Requirements

• Active Secret Clearance required.


• U.S. citizenship.


• Ability to obtain and maintain a Common Access Card (CAC) and required Government system access.


• Ability to appropriately safeguard sensitive medical, readiness, Personally Identifiable Information, and Protected Health Information.


• Strong analytical, technical-writing, and stakeholder-engagement skills.

Preferred Experience and Background

• BUMED EDIS, Family Readiness, Special Needs, or Navy Medicine experience.


• Military Health System analytics or compliance experience.


• Power BI, Tableau, SQL, SAS, MHS GENESIS, MDR/M2, or similar data environments.


• Experience developing compliance dashboards, site-assessment reports, or executive readiness products.


• Knowledge of Department of Defense and Navy medical-readiness and EDIS requirements.
