Job Description

Job Overview:

The Contractor Quality Control Manager develops, implements, and administers the Quality Control Program and Quality Control Plan for facility operations and maintenance at Defense Supply Center Columbus. The position independently monitors contract performance, identifies and documents deficiencies, verifies corrective actions, analyzes performance data, and ensures services and records meet PWS, QASP, technical, and customer requirements.

Support Hours: Applicant shall be available during core work hours as established the Government customer.

Essential Duties & Responsibilities:
  • Develop, implement, maintain, and revise the contract Quality Control Program and site-specific Quality Control Plan in accordance with PWS requirements.
  • Define QC methods, inspection frequencies, documentation practices, roles, responsibilities, remedies, and corrective-action processes for all contract work.
  • Perform and document inspections and tests of facility services, equipment, systems, preventive maintenance, demand maintenance, project work, service calls, and supporting records.
  • Identify, document, and communicate deficiencies before failure or adverse mission impact and initiate corrective or preventive action.
  • Maintain complete QC files for all inspections, tests, findings, corrective actions, and verification activities and make records available for Government review.
  • Prepare monthly Quality Control Reports and provide accurate QC information for the monthly status report and other required deliverables.
  • Monitor PWS and QASP performance metrics, acceptable performance levels, timeliness, rework, customer or tenant feedback, and recurring trends.
  • Review EBS entries, service-request logs, preventive-maintenance schedules, work-order documentation, BAS data, operating data, reports, and other performance records for completeness and accuracy.
  • Develop and implement data-collection and analysis methods to improve operations, resource consumption, environmental performance, service quality, and tenant satisfaction.
  • Conduct root-cause analysis and recommend progressively responsive quality-control measures based on the severity and recurrence of deficiencies.
  • Coordinate Government surveillance, third-party inspections, document reviews, and physical inspections and respond promptly to findings or required improvements.
  • Verify that completed work meets contract requirements and workmanship standards before closeout and identify rework when results are unacceptable.
  • Brief the Project Manager, Site Maintenance Manager, employees, subcontractors, and Government representatives on quality performance, trends, risks, and corrective actions.
  • Protect and transfer Government-owned QC records at contract completion or termination as required.

  • Quality Control Program and Plan administration.
  • Facility O&M inspection and compliance monitoring.
  • PWS, QASP, and performance-metric interpretation.
  • Root-cause analysis and corrective action.
  • EBS/work-order and records auditing.
  • Data analysis, reporting, and trend identification.
  • Independent judgment and stakeholder communication.


Minimum Requirements/Education:
  • Documented experience performing quality control, inspection, compliance, or performance-management duties on a facility operations and maintenance, construction, industrial, or comparable service contract.
  • Demonstrated ability to develop or administer a Quality Control Plan and perform documented inspections, testing oversight, deficiency tracking, and corrective-action verification.
  • Ability to interpret performance work statements, quality assurance surveillance plans, technical requirements, work orders, maintenance schedules, and performance metrics.
  • Proficiency with Microsoft Word and Excel and computerized maintenance, work-order, or records-management systems.
  • Strong analytical, organizational, technical-writing, and communication skills.
  • Ability to complete required site, security, safety, and annual refresher training.


Preferred Skills:
  • Experience supporting quality control on a federal or DoD facility operations and maintenance contract.
  • Experience with EBS Plant Maintenance, SAP, or a comparable enterprise CMMS.
  • Relevant quality credential such as Certified Manager of Quality/Organizational Excellence, Certified Quality Auditor, or comparable certification.
  • Working knowledge of electrical, HVAC, BAS, plumbing, and general facility-maintenance practices.


Security Requirement:
  • Must satisfy installation access and background-screening requirements and obtain and maintain DBIDS credentials and a Common Access Card (CAC), as applicable.
